Job Description

Position Title: Clinician (Head of Service)

Program: Short-Term Residential Therapeutic Program (STRTP)

Reports to: Clinical Director

Job Status: Full-time, salaried, exempt

Location: Antioch, CA

Agency Overview:

Lighthouse Mentoring Center (LMC) is a nonprofit Short-Term Residential Therapeutic Program (STRTP) located in Contra Costa County serving youth between the ages of six and nineteen who, because of life circumstances, are not able to live in other settings. LMC’s mission is to provide a stable, structured, loving home in a positive environment where each child can maximize their potential, achieve independence, and become a contributing member to society. Our vision is to provide support designed to help our youth achieve their dreams, which may include reunifying with family or transitioning to a lower level of care or independent living. We utilize the culturally responsive, trauma-informed "Nurtured Heart Approach."

Position Summary:

As the Head of Service (HOS), the Clinician is responsible for the clinical and administrative oversight of their respective LMC STRTP facility. The Clinician is responsible for assessing, planning for, and monitoring the mental health needs of youth. The Clinician ensures that the Specialty Mental Health Services at the STRTP are being provided in compliance with all protocols and applicable laws and regulations and that youth receive appropriate mental health treatment services. The Clinician supervises the activities of the behavioral specialist and interns (if applicable) providing direct services to youth and families. The Clinician provides on-site and community based EPSDT specialty mental health services to youth and families. The Clinician ensures that all required documentation, including Medi-Cal billing information, is completed accurately and submitted on time.

Primary Duties:

Ensures that the Specialty Mental Health Services at the STRTP are being provided in compliance with all protocols and applicable laws and regulations and that youth receive appropriate mental health treatment services.
Adheres to established agency and accreditation regulations and standards.
Carry a caseload of up to eight clients.
Oversees clinical team processes, including intake processes, assessment, and treatment planning
Complete comprehensive assessments, treatment plans, functional behavioral assessments, progress notes, monthly reports, discharge summaries and other required paperwork in a timely manner.
Responsible for treatment planning and coordination.
Provide on-call crisis support to STRTP program as needed.
Works closely with community behavioral health providers, and internal service teams to ensure coordinated and effective services.
Monitors youth with a mental health diagnosis and who may or may not be receiving psychotropic medications and maintains collateral contact with psychiatrists and/or nurses.
Oversees the provision of an intensive array of services and supports.
Provides crisis prevention, intervention, and safety planning services as needed.
Adheres to laws pertaining to confidentiality, reporting requirements, and maintaining necessary compliance documentation.
Directly supervises the mental health Behavior specialist and student interns (if applicable)
Maintains a safe, healthy, and welcoming environment at the STRTP
Ensures that each youth in the STRTP has commonality of needs with the other youth in the STRTP, including whether the youth’s presence is averse to the safety or mental health needs of the youth or other youth admitted to the STRTP.
Ensure that all required documentation and recordkeeping, including Medi-Cal billing information, is completed and submitted on time.
Ensures that each youth admitted to the STRTP has a completed mental health assessment
Ensures the mental health services identified on each treatment plan are provided and appropriate to meet the individual needs of the youth
Monitors the quality of the mental health services provided to the youth
Makes arrangements, including transportation, for youth to receive mental health services that are not directly provided by the STRTP.
Arranges for the special provision of mental health services to youth with disabilities, including visual and auditory impairment.
Develops mental health staff schedules, training schedules, mental health treatment service schedules, medication schedules, and any other schedules for the operation of the STRTP mental health program.
Attend monthly Child Family Team Meetings with another site leadership
Connects youth/NMD with services and community resources that are culturally relevant, sensitive to SOGIE preferences, CSEC history and trauma informed.
Complete Needs and Services Plans and Quarterly Reports in line with licensing requirements
Attend and advocate for youth in education-related meetings, including IEPs
Provide and support training on clinical topics as needed
Attends meetings with youth, direct care staff, and administration as required.
Participates in Mental Health Team meetings
Monitors and reviews staff progress notes and other Medi-Cal documentation through the designated system to ensure audit-level quality.
Provides and supports training on clinical topics as needed.
Contributes to data collection and quality improvement efforts
Adheres to all federal, state, and local rules including company policies and procedures.
Any other duties that may be necessary to ensure the health and safety of children in the facilities

Necessary Knowledge, Skills, and Abilities:

Commitment to the mission and work of LMC
Knowledge clinical principles, models, and techniques for serving impoverished, and violence-impacted communities
Experience delivering individual, family, or group counseling
Ability to interpret and ensure adherence to changing county, state, licensing, and accreditation regulations and guidelines
Ability to translate complex regulatory and quality assurance concepts to individuals at all levels
Superior organizational and management skills
Knowledge of leadership and management principles as they relate to nonprofit organizations, particularly group homes.
Experience supervising managers and staff.
Ability to set goals, resolve problems, and make decisions that enhance organizational effectiveness.
Ability to work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance organizational effectiveness.
Ability to positively influence others to achieve results that are in the best interest of the organization.

Proficiency in the use of computers for: Word processing, Financial, E-mail, Internet

Qualifications:

At least 21 years of age
Registered or Licensed with the Board of Behavioral Science (AMFT, LMFT, ACSW, and/or LCSW)
At least two years’ experience providing and overseeing services to children and adolescents, preferably current and/or former foster youth and/or youth involved in the juvenile justice system and their families
California Department of Justice and FBI fingerprint clearance
Must have a dependable personal vehicle, valid California driver’s license, and proof of insurance.
CANS Certified
Must obtain a negative TB screening
Valid CPR/First Aid
