Full Job Description

Position Summary

The Director of Program Services is a senior leadership position responsible for the strategic leadership, administration, development, implementation, and oversight of all substance use disorder treatment programs. This position ensures programs operate efficiently, comply with regulatory requirements, meet organizational goals, and provide high-quality, client-centered services. Working closely with the Chief Executive Officer and Leadership Team, the Director of Program Services leads program operations, develops new initiatives, oversees program quality, supports staff development, and promotes continuous improvement across all service areas. The Director provides administrative supervision to program leadership, including the Clinical Coordinator, who is responsible for clinical oversight and supervision of clinical services.

Qualifications

Master's degree in Psychology, Social Work, Marriage and Family Therapy, Counseling, Public Administration, Health Administration, Human Services, or a related field preferred. Minimum of five (5) years of progressively responsible leadership experience in behavioral health, substance use disorder treatment, or a related human services setting. Demonstrated experience developing, implementing, and managing behavioral health or substance use treatment programs. Working knowledge of substance use disorder treatment systems, ASAM Criteria, co-occurring disorders, Medication-Assisted Treatment (MAT), recovery-oriented systems of care, and evidence-based treatment practices. Strong leadership, organizational, communication, and conflict resolution skills with the ability to lead multidisciplinary teams. Knowledge of California Department of Health Care Services (DHCS) regulations, licensing requirements, Medi-Cal documentation standards, and quality assurance practices. Experience with electronic health record (EHR) systems and documentation standards. Experience with program evaluation, quality improvement, budgeting, grant implementation, and strategic planning preferred. Valid California driver's license, reliable transportation, and proof of automobile insurance. Current CPR and First Aid certification. Successful completion of required background clearance.

Duties and Responsibilities

Provide leadership and operational oversight for all treatment programs, including withdrawal management (detoxification), residential, outpatient, and recovery support services.
Develop, implement, and continuously improve programs to ensure quality services that align with the organization's mission and strategic priorities.
Identify opportunities for program expansion, innovation, and service enhancement to address community needs.
Supervise program leadership, including the Clinical Coordinator, Program Managers, and other designated supervisory staff.
Support and evaluate program performance through regular monitoring of goals, outcomes, productivity, and operational effectiveness.
Collaborate with the CEO and leadership team on strategic planning, budgeting, grant development, and organizational initiatives.
Participate in annual strategic planning activities with the Board of Directors.
Ensure all programs operate in compliance with DHCS regulations, Medi-Cal requirements, funding source expectations, and applicable federal and state regulations.
Oversee program quality assurance activities, utilization review processes, performance improvement initiatives, and client satisfaction efforts.
Monitor program outcomes, data collection, productivity, and key performance indicators to support continuous quality improvement.
Ensure documentation standards and operational practices support regulatory compliance and organizational excellence.
Coordinate licensing reviews, audits, accreditation activities, and corrective action planning as needed.
Recruit, supervise, mentor, and evaluate program leadership staff.
Foster a culture of accountability, collaboration, innovation, and professional growth.
Identify staff development needs and coordinate agency-wide training opportunities in collaboration with program leadership.
Promote effective communication and teamwork across all departments.
Collaborate with the Clinical Coordinator to ensure operational and programmatic alignment while respecting the separation of administrative and clinical responsibilities.
Partner with medical, behavioral health, case management, and administrative departments to ensure integrated service delivery.
Develop and maintain productive relationships with county agencies, community partners, referral sources, and funding organizations.
Represent the agency in community meetings, collaborative partnerships, and professional organizations.
Promote trauma-informed, culturally responsive, recovery-oriented, and client-centered services throughout the organization.
Assist in the implementation of new grants, contracts, and special projects.
Participate in organizational committees and leadership meetings.
Perform other duties as assigned by the Chief Executive Officer.
Maintain compassion, empathy, and professionalism toward clients; their family members and/or significant others at all times.
Attend all required agency staff and training meetings.
Adhere to policies and procedures regarding absences and tardiness.
Ensure the highest level of service is provided to the people we serve.
Maintain client confidentiality in compliance with federal guidelines, including HIPAA regulations.
Adhere to staff Codes of Ethics and Conduct.
Adhere to policies and procedures set forth for agency.
Adhere to all safety and housekeeping standards established by IVRS.
Must have knowledge of federal, state and local laws, rules, regulations and standards governing all services provided by IVRS.

Essential Job Functions:

Must be physically able to operate a variety of equipment including computers, copiers, calculators and fax machines.

Must be able to deal with people beyond giving and receiving instructions.
Must be able to record and deliver information, to explain procedures, to follow oral and written instruction.
