Full Job Description

Summary DescriptionThe Central Falls School District seeks a detail-oriented and collaborative Grants Manager to oversee the districts comprehensive grant portfolio. Operating within the Finance Department, the Grants Manager plays a critical role in maximizing district resources by managing federal (ESSA, IDEA), state (RI Preschool Designated Grant, CLSD), 21st Century Community Learning Centers (21st CCLC), and private grant funds.This position serves as the districts primary fiscal liaison to the Rhode Island Department of Education (RIDE), working directly with the CFO, senior leadership, and program managers to design narratives, build operational plans, construct compliant budgets, and ensure total fiscal accountability.Key Responsibilities1. Grant Strategy, Narrative & Budget DevelopmentPartner closely with program managers and school leaders to co-develop grant proposals, narratives, strategic plans, and aligned budgets for federal, state, and private funding streams.Lead the fiscal development and submission of RIDEs Consolidated Resource Plan (CRP).Educate program managers, principals, and department heads on grant guidelines, allowable expenses, and performance metrics to optimize funding usage.Advise leadership on short- and long-term financial sustainability across multi-year grants with varying project end dates.2. Fiscal Management & AccountingMaintain accurate accounting systems for all grants, including budget setups, real-time expenditure monitoring, and multi-year forecasting.Maintain and audit the salary/benefits allocation spreadsheet to track employee payroll distribution across applicable grant funding sources.Ensure all financial transactions comply with local district policy, RIDE regulations, state laws, and Federal Uniform Guidance (2 CFR 200).Facilitate interdepartmental workflows (e.g., HR, Payroll, IT, Purchasing) to ensure seamless grant execution.3.

Reporting & ComplianceServe as the primary district liaison to RIDE, federal agencies, and private grantmakers for all fiscal matters and audits.Prepare and submit required financial reports, reimbursement requests, and closeout documentation accurately and on schedule.Deliver progress reports to grantors, monthly status reports to program managers, and quarterly financial summaries to the Superintendent and Board of Trustees.Knowledge, Skills, and AbilitiesGrant & Fiscal Expertise: Deep knowledge of federal, state, and private grant administration, standard accounting principles, and statutory compliance.Systems Proficiency: High proficiency in financial software, ERP systems, and advanced spreadsheet modeling (Excel/Google Sheets).Cross-Functional Leadership: Ability to translate complex grant regulations into clear operational guidance for academic and administrative staff.Organization & Precision: Strong project management skills with proven success managing competing deadlines and complex budgets.
