Full Job Description

Job Summary

The Crisis Supervisor is responsible for supervising and supporting staff who provide 24-hour crisis intervention services, including telephone and mobile crisis response, crisis counseling, assessment, stabilization, and referral services. This position oversees the delivery of emergency mental health services and protective placement services in compliance with Wisconsin Administrative Code DHS 34 and Wisconsin Statutes Chapters 51, 54, and 55. The Crisis Supervisor also provides oversight of services for voluntary consumers receiving behavioral health services through DHS 34 and other County programs. In addition, this position promotes high-quality, person-centered care by participating in quality assurance and continuous improvement initiatives, ensuring compliance with applicable regulations, policies, and best practices.

*This is a 2nd shift Monday through Friday position*

Key Responsibilities

Provide supervision to assigned workers.
Manage assigned staff workload.
Review day-to-day determinations made by unit staff based on client needs, eligibility for services, crisis plans, funding issues and appropriate levels of care in accordance with DHS 34 and WI chapter 51, 54 and 55.
Implement any new Federal, State, and County legislation, policy, and procedures into current practice and monitoring of compliance regarding those policies.
Develop, coordinate, and present trainings to staff regarding rules, regulations, statutes, and standards which impact the unit.
Provide oversight and direction to staff in responding to crisis and emergency situations which involve the health and safety of vulnerable populations.
Provide oversight and direction to staff in regards to individuals placed on Ch. 51 orders and who receive case management services.
Participate in the evaluation of unit program operation for compliance with federal, state and local laws, regulations and codes to ensure certification and funding.
Evaluate program effectiveness to ensure quality and effective programming.
Review and approve initial contacts, assessments, response plans, and crisis plans to determine that the appropriate level of care during the crisis was arranged and assessment/plans were in accordance with DHS 34.
Approve and review WI Stats., Ch. 51 emergency detentions and inpatient funding when indicated.
Make intervention and assessment decisions using the “Best Practice” philosophy.
Work collaboratively with law enforcement, families, other county departments, schools, continuum of acute care services providers, and other community resources to coordinate appropriate crisis resolution and referral.
Consult with other unit supervisors/clinical staff regarding clients' needs, available services, and future impact on the unit to provide continuity of cases.
Select and evaluate unit staff and make recommendations on other personnel decisions.
Ensure staff complete all necessary health care/medical and financial record documentation required to maintain complete medical and financial billing records.
Complete appropriate and timely medical record documentation, which may include assessments, follow-up contacts, crisis plans, administrative, demographic, insurance, and financial information.
Provide after- hours supervisory oversight to crisis workers taking emergency mental health and APS referrals.
Work collaboratively with on-call workers conducting emergency investigations.
Perform other duties as assigned, including responding to an emergency event.

Supervision Received
Receives supervision from the Operations Manager.

Qualifications

Master's degree from an accredited college or university in social work or counseling
Licensed Clinical Social Worker or Licensed Professional Counselor required; or the ability to obtain one within six months of employment
Two years of mental health or crisis services experience
Experience working with youth with mental health issues preferred
Valid Wisconsin driver’s license and automobile insurance are required
Prompt and regular attendance

Knowledge Skills & Abilities

Knowledge of DHS 34, Chapters 51, 54, 55 and Mental Health
Considerable knowledge of diagnostic criteria for mental health disorders and psychotropic medications
Knowledge of confidentiality statutes and requirements, including the Health Insurance Portability and Accountability Act (HIPAA) of 1996
Ability to think critically and problem-solve while discussing specific consumer situations to assist staff in crisis planning
Knowledge of community resources, mental illness, emotional disorders, SUD, and risk assessment related to dangers to self or others, suicide, or homicide
Ability to plan, assign, supervise, and evaluate the work of others
Ability to utilize word processing, database and spreadsheet programs
Ability to interpret and apply agency rules, directives and policies
Ability to establish and maintain effective working relationships with staff, clients, community and social agencies, businesses, and the public
Ability to work independently and multitask.
Effective oral and written communication.
Maintain effective working relationships with a diverse client population.
Ability to lift 20 pounds and walk up and down stairs required.
