Full Job Description

Overview

The Estimator is responsible for developing accurate, executable, and competitive cost estimates for transmission, substation, and distribution construction projects. As a key member of RokPower’s centralized Preconstruction team, this role primarily supports the Northeast operating region and contributes throughout the pursuit and preconstruction lifecycle. Responsibilities include developing construction methodologies, detailed cost estimates, resource and staffing plans, project schedules, and proposal deliverables, as well as performing other estimating and preconstruction activities necessary to develop well-planned, competitive, and executable project solutions.

The Estimator will work collaboratively with operations, procurement, project controls, and key leadership roles to develop project solutions that reflect real-world constructability, resource planning, and risk considerations.

Duties:

Estimate Development

Perform detailed quantity takeoffs from project drawings, specifications, and other bid documents.
Solicit, evaluate, and incorporate pricing for materials, equipment, subcontractors, and other project costs.
Develop detailed cost estimates using production rates, historical cost data, and input from RokPower operations and field teams.
Structure estimates to align with the proposed construction methodology, execution strategy, work breakdown, and project schedule.
Develop and validate crew compositions, labor and equipment requirements, production rates, unit costs, and productivity assumptions.
Document key estimating assumptions and maintain appropriate supporting information throughout estimate development.

Bid & Proposal Support

Support proposal development, including construction work plans, execution methodologies, labor and resource plans, equipment strategies, and project schedules.
Develop and maintain Basis of Estimate (BOE) documentation, including assumptions, clarifications, exclusions, qualifications, and identified risks and opportunities.
Participate in estimate reviews, pricing discussions, and bid closeout activities.
Ensure estimates and supporting deliverables comply with established Preconstruction procedures, quality standards, and proposal requirements.

Collaboration & Coordination

Collaborate with operations, field leadership, and subject matter experts to validate constructability, production assumptions, resource requirements, and execution strategies.
Coordinate with Project Controls to align estimate structures, cost codes, schedules, and resource assumptions with downstream project controls and reporting requirements.
Work with procurement, equipment, and other internal stakeholders to validate current pricing and project-specific requirements.

Risk & Strategy

Identify and evaluate key project risks, opportunities, constraints, and execution challenges and incorporate appropriate considerations into the estimate and bid strategy.
Support bid/no-bid evaluations, estimate reviews, risk reviews, and final pricing decisions.
Assist in evaluating alternative construction methods, resource strategies, and value-engineering opportunities to improve project competitiveness and execution.
Contribute to the continuous improvement of estimating processes, tools, templates, production data, historical cost information, and estimating databases.

Skills:

Strong knowledge of cost estimating, utility construction, execution planning, and project scheduling.
Working knowledge of the electrical utility industry, including transmission, distribution, and substation construction.
Previous field, estimating, or project experience in transmission, distribution, and/or substation construction is considered an assets.
Strong understanding of construction means and methods, labor productivity, crew composition, and equipment utilization.
Ability to interpret construction drawings, technical specifications, scopes of work, and contract documents.
Ability to develop estimates that are not only accurate and competitive, but practical and executable in the field.
Strong analytical, critical-thinking, and problem-solving skills with the ability to evaluate project constraints, risks, and alternative execution approaches.
Strong verbal and written communication skills with the ability to effectively collaborate with operations, field personnel, project teams, vendors, and subcontractors.
Ability to manage multiple priorities and estimating assignments while maintaining accuracy and attention to detail.
Ability to travel to project sites, client meetings, and other locations as required.

Education and/or Credentials:

Degree or diploma in Civil, Electrical, or Mechanical Engineering or Engineering Technology; Journeyman certification in a related electrical utility trade; or an equivalent combination of relevant education, training, and industry experience.
Project Management Professional (PMP) designation or equivalent project management experience is considered an asset.

Minimum of two (2) years of experience in a preconstruction, project management, or operations role

Estimating AACE Certificate, ASPS Certification an asset
Previous experience within the construction, engineering, and/or electrical utility industry, preferably supporting transmission, distribution, or substation projects.
Proficiency with computer applications, including Microsoft Office suite, and computer based scheduling and tracking software such as Primavera P6 and MS Project considered an asset.
