Job Overview

We are seeking an energetic and strategic Principal Product Lead for Open Government initiatives to drive innovative solutions that enhance transparency, accessibility, and citizen engagement. In this pivotal role, you will lead cross-functional teams to develop, implement, and manage open data platforms and digital services that empower government agencies and the public alike. Your expertise in product management, stakeholder coordination, and technical development will be instrumental in shaping the future of open government technology. This is a dynamic opportunity to influence public sector digital transformation through strategic leadership and cutting-edge product development.

Responsibilities

Lead the end-to-end product lifecycle for open government platforms, including requirements gathering, design, development, testing, and deployment.
Collaborate with engineering teams to develop scalable solutions using cloud services such as AWS, ensuring robust IT infrastructure integration.
Drive product strategy by analyzing user needs, data analytics, and market trends to inform data-driven decision making.
Coordinate with stakeholders across government agencies, civic organizations, and technology partners to align product goals with strategic objectives.
Manage cross-functional teams utilizing Agile methodologies such as SAFe and Scrum to ensure timely delivery of high-quality software products.
Oversee system development lifecycle (SDLC) processes including requirements design, user acceptance testing (UAT), and release management using project management tools like Jira, VersionOne, TFS, and Microsoft Project.
Develop wireframes and prototypes using Balsamiq or UML diagrams to visualize user interfaces and system architecture for stakeholder approval.
Ensure compliance with IT governance standards while managing APIs, databases, SQL queries, and internet of things (IoT) integrations where applicable.

Skills

Extensive experience with Agile software development frameworks such as SAFe and Agile planning tools like Jira and VersionOne.
Strong technical background in AWS cloud services, APIs, Java programming, HTML, SQL databases, and system development products management.
Proven ability to lead technical product cross-functional teams in software development projects within the SDLC framework.
Expertise in requirements gathering, analysis skills, wireframing (using Balsamiq), requirements design, and stakeholder management.
Familiarity with project management methodologies including Waterfall; experience with project management software like Microsoft Office (PowerPoint & Excel) is essential.
Knowledge of mobile applications development for iOS/Android platforms along with integration of SaaS solutions such as Looker or other analytics tools for data insights.
Excellent communication skills for cross-functional collaboration with engineering teams and stakeholders at all levels of government.
Ability to manage product strategy through data analytics and user feedback to optimize citizen engagement platforms effectively.
