Role: Under the guidance of a Deputy Director, this position will be responsible for leading the organization in understanding Illuminate Colorado’s functioning and impact as well as ensuring continuous learning and quality improvement across the organization. The Director of Evaluation & Strategic Learning will oversee the development and enhancement of the organization’s data and learning systems and processes, promote the use of data as a critical tool for program improvement and sustainability, and ensure that appropriate and effective data collection approaches, analyses, and reports are utilized, prepared, and disseminated to meet internal and external learning and reporting needs. The Director of Evaluation & Strategic Learning will also serve on the Leadership Team to inform strategic planning efforts in order to strengthen the organization’s diverse efforts related to direct service provision, public awareness initiatives, training and education, quality improvement efforts, coalition building, and legislative advocacy.
Specific Duties Include:
Organizational evaluation strategy, capacity buildingand performance measurement
- Leverage program, organizational, and external data and learnings to inform short- and long-term program, organizational, and collective objectives, strategies, and activities.
- Expand Illuminate Colorado’s evaluation capacity through training and technical support of non-evaluation staff, external partners, and internal evaluation staffing.
- Lead the organization in overseeing and refining Illuminate Colorado’s Key Performance Indicators (KPIs) with the goal of building internal and external understanding of organization-wide functioning and impact.
- Oversee the design, implementation, and maintenance of Illuminate Colorado’s data collection infrastructure and warehouses that support KPI monitoring, learning, and continuous improvements across the organization.
- Build staff capacity to leverage data systems and KPIs to both understand and improve program operations and impact.
Program evaluation design and implementation
- Lead relevant program staff and participants in the design and continuous refinement of evaluation plans to understand the operation and impact of Illuminate Colorado programs and initiatives, including but not limited to:
- Co-development of key evaluation questions and program logic models, including outcome and indicator selection;
- Selection and/or development of appropriate and effective data collection approaches and instruments, leveraging both quantitative and qualitative methodologies; and
- Creation of timelines, role assignments, and communication processes.
- Oversee the implementation of data collection and evaluation plans by program staff, prioritizing staff capacity building and team ownership.
- Oversee contracts and manage relationships with external evaluation and strategic planning partners involved in program evaluation
- Lead and/or support support Illuminate staff in the completion of reporting requirements for federal, state, and foundation grants, particularly around performance measurement and impact.
- Collaborate with Illuminate program staff in creating internal and external evaluation reports, data summaries, and issue briefs related to Illuminate Colorado efforts and focus areas.
Data system build, implementation, and oversight
- Oversee Illuminate Colorado’s data system technology, ensuring coordination, alignment, and efficiency across programs and platforms.
- Lead the design, build, and implementation of Illuminate’s cloud-based CRM database, Apricot 360, to support the monitoring and evaluation of Illuminate’s programs.
- Lead the design, build, and implementation of Illuminate’s data dashboards through Tableau Online to support real-time learning and continuous quality improvement.
- Ensure effective utilization of additional data system platforms among Illuminate staff and partners.
Data analysis, translation, and mobilization
- Lead and provide technical support for quantitative and qualitative data analysis and finding and recommendation development.
- Support Illuminate staff and external partners in mobilizing evaluation recommendations into actionable program and process improvements.
- Help to foster an organizational culture of learning and actionability, whereby data is used as a tool for decision-making and improvements.
Offer leadership and supervision to the Evaluation Team
- Make sure all Evaluation staff have the support they need to succeed in achieving their respective responsibilities
- Offer vision, clear expectations, and opportunities for staff to own and grow the work
- Engage and support staff to identify ways to grow professionally.

Experience, Skills, & Qualifications:
- At least five years experience in the strategic design, implementation, and oversight of data collection and program evaluation processes at a team- or organizational-level.
- Demonstrated ability to work cross-organizationally to align strategic priorities, objectives, processes, and systems and to enhance organizational functioning and impact.
- Experience overseeing organizational data systems, including CRM databases, survey platforms, data visualization tools, to ensure effective utilization and coordination across platforms.
- Proven ability to build organizational capacity and cultivate a culture of learning, growth, and continuous improvement.
- Strong leadership and supervisory skills to build organizational evaluation capacity and aid in the professional development of staff.
- Technical knowledge and applied experience related to quantitative and qualitative data collection methodologies, particularly in community settings and with vulnerable or hard-to-reach populations.
- Proven knowledge and skills related to data analysis, visualization, and reporting with the ability to create accessible learning systems, such as dashboards, to allow for real-time feedback and continuous quality improvement.
- Excellent oral and written communication skills with tested capacity to effectively synthesize, translate, and mobilize data and evaluation learnings to individuals of diverse professional backgrounds, technical knowledge, and lived experiences.
- Ability to maintain and apply a micro and macro lens, holding a deep understanding of both program and organizational impact, strengths, and challenges while also keeping abreast of trends in the field and contextual factors that may impact functioning or outcomes.
- Ability to accomplish large-scale projects while remaining adaptable and responsive to emergent and/or shifting organizational and community needs.
- Impeccable work ethic, personal integrity, and transparency.
- Proficiency with Microsoft Office (Word, Excel, PowerPoint) and Google suite.
- Desirable:
- Knowledge of family strengthening programming, family wellbeing systems, and/or child maltreatment prevention work.
- Experience building and/or maintaining a CRM database, especially Social Solutions cloud-based CRM platforms, including Apricot 360, Efforts to Outcomes (ETO), and/or Apricot Core.
- Experience building and/or maintaining data visualizations or dashboards on Tableau, Power BI, and/or SQL
- Experience with survey management platforms (Alchemer, Qualtrics, etc.)
- Fluency in Spanish
Compensation & Schedule:
Full-time, salaried, exempt position eligible for benefits. Starting salary is negotiable and commensurate with skills and experience in the range of $75,000 - $85,000.

Residency in Colorado, or anticipated relocation to Colorado in the near future (at your own expense), is a condition of employment with Illuminate.
