Job Summary

Responsible for identifying, pursuing, securing, and managing grant funding and other external funding opportunities that support the CSCD programs, initiatives, research, and strategic priorities. This position develops and maintains collaborative relationships with local universities, research centers, governmental entities, foundations, and other community partners to identify innovative funding opportunities and strengthen the department’s ability to obtain and effectively utilize grant resources.

Oversee the grant lifecycle from funding research and proposal development through award administration, compliance, reporting, and closeout. The position works collaboratively with the CSCD Director and Deputy Director, division managers, fiscal staff, and external partners to ensure grant-funded initiatives align with organizational priorities and applicable requirements.

Provide support to CSCD staff in developing proposals and may assist in the Request for Proposal (RFP) process. Assist with the Community Justice Plan and departmental program requirements. Generate status reports outlining grant management progress.

Ensure that all work is in compliance with CJAD standards; departmental policies and procedures; federal, state and local regulations; and funding, grant, and licensing requirements (if applicable).

Duties and Responsibilities

Develop strategies to expand and diversify the department’s grant funding and external financial resources.

Monitor grant databases, funding announcements, requests for proposals, and other sources to identify new funding opportunities.

Lead and coordinate the development, preparation, and submission of competitive grant applications, proposals, letters of intent, and supporting documentation.

Collaborate with leadership and program staff to develop strong project concepts, objectives, performance measures, implementation plans, and funding requests.

Establish and maintain collaborative relationships with local universities, colleges, research centers, and other academic institutions to pursue research partnerships, joint grant opportunities, program evaluations, and evidence-based initiatives.

Identify opportunities for the Dallas County CSCD to participate in university-sponsored research, pilot programs, demonstration projects, and other externally funded initiatives

Serve as a liaison between CSCD and external funding agencies, academic partners, researchers, community organizations, and other stakeholders.

Coordinate grant budgets and financial requirements with appropriate fiscal and administrative staff.

Maintain a centralized system for tracking prospective grants, applications, awards, deadlines, reporting requirements, expenditures, performance measures, and grant closeouts.

Monitor active grants to ensure compliance with funding requirements, applicable laws and regulations, CSCD policies, approved budgets, and established performance expectations.

Coordinate required programmatic and financial reports and ensure reports are accurate and submitted within established deadlines.

Monitor grant deliverables, milestones, and performance measures and communicate potential compliance concerns, delays, or funding risks to appropriate leadership.

Assist management in evaluating the sustainability of grant-funded programs and identifying funding opportunities for continuation or expansion.

Provide regular updates to Administration regarding funding opportunities, pending applications, awarded grants, grant performance, and upcoming deadlines.

Maintain organized and comprehensive grant files and documentation sufficient to support internal reviews, external monitoring, and audits.

Stay informed regarding emerging funding priorities, legislative initiatives, research opportunities, and trends that may create new funding opportunities for Dallas County CSCD.

Perform other duties as assigned.

Education / Work Experience

Bachelor's Degree from an accredited college or university.

Five years of grant writing experience within a non-profit or governmental agency, preferred.

Attend and participate in grant writing and grant management training sessions as required by the department.

Fiscally responsible. Proven self-starter with the demonstrated ability to work independently with minimal or no supervision. Ability to accurately document flexible work schedule hours which may include nights and weekends.

Working knowledge of Microsoft Applications: Word, Excel, and Outlook. Ability to input and retrieve data and information using designated client management systems, County systems and e-mail systems.

Ability to establish and maintain effective communications and working relationships with CSCD staff, community resource agencies, outlying departmental regions, and the general public. Strong interpersonal, observation, perception, and judgment skills. Effective time management, problem solving, and listening skills. Sound work ethics, cultural awareness, and sensitivity.

Must possess a valid Texas Driver’s License, with a good driving record, and pass an extensive background check.

Work Environment

This position operates in a hybrid work environment, consisting of both on-site and remote work as authorized by CSCD Administration. The position requires sufficient on-site presence to effectively collaborate with leadership, employees, community partners, universities, research institutions, and other stakeholders.

Remote work is based on operational needs and is not guaranteed. The employee must remain accessible and responsive during established work hours and must be available to attend in-person meetings, trainings, presentations, conferences, site visits, and other CSCD activities as required.

The position will require local travel to universities, research centers, community organizations, governmental agencies, conferences, and other partner locations.

Physical / Environmental Requirements

Must be able to perform the essential functions of the position in a standard professional office environment with normal overhead and/or ambient lighting. Employees must be able to work effectively in a well-lit workspace consistent with operational, safety, and professional workplace needs. Individual workspace lighting may vary based on facility design, operational requirements, or approved workplace accommodations. Must be able to effectively utilize standard office equipment and technology. May require prolonged sitting, standing, walking, and the ability to lift files, boxes, and other materials up to 25 lbs., unassisted.

Ability to travel to various work site locations and community organizations within Dallas County is required.
