Job Duties/Scope Of Work
The HMIS Water and Sewer Utilities organization operates ten (10) different pumping facilities, a Water Treatment Plant, multiple valve houses, miles of water distribution piping, twenty-one (21) permitted on site sewer system, twenty (20) sewer lift stations and a Wastewater Treatment Plant. The operations teams operate three (3) potable water delivery trucks, three (3) sewer pumping truck, one (1) raw water truck and multiple passenger sized vehicles. The department is responsible for compliance with regulations identified by state and federal agencies to include Washington State Ecology, Department of Health, and Department of Energy.

This position consists of the following job duties:

Understands the technical safety requirements for and how these requirements are
implemented in the field.

For requirements that are unclear, requests assistance from the appropriate Subject

Matter Expert (SME).

For new or changed field operations, communicates with the SME or WSU engineering

to request oversight and guidance. Particular attention should be given to operational
changes that do not require changes to procedures or other documents.

Implements priorities for all operations and maintenance work associated with Water

and Sewer Utilities.

Approves all work to be performed associated with Water and Sewer Utilities.
Actively supports programs designed to protect employees against workplace hazards.

Ensures safe working conditions and practices.

Manages the operation of the water and sewer systems in compliance with site and

company policy and procedures.

Reviews daily, weekly, and monthly work status and work evolutions to ensure

schedule adherence.

Initiates occurrence notifications per HMIS-PRO-EM-060, Reporting Occurrences and

Processing Operations Information, as required.
Ensures critiques are held when required.

Understands the principles of Conduct of Operations. Implements and mentors Conduct

of Operations in the field to support continuous improvement.

Oversees overall project operations performance. Takes necessary actions to achieve

project milestones and objectives safely and compliantly.

Oversees facility operations personnel to ensure adherence to conduct of operations

requirements, Hanford Atomic Metal Trades Council (HAMTC) bargaining unit
agreement, and project authorization documents.

Ensures equipment configuration control is maintained using operating procedures, lock

and tag, and the work management system.

Ensures assigned personnel are fully trained and that only qualified personnel are

assigned to perform job tasks.

Ensures adequate staffing levels are in place for 24/7 operation of water facilities.
Maintains a Shift Operations Manager (SOM) resource binder for new and existing

SOMs.

Mentors SOM's and Supervisors to ensure proper and timely work development and job

proficiency.

Tracks SOM's and Supervisors job proficiency thru routine meetings and job

evaluations.

Manages task due dates, fulfils operational objectives, and manages accountability for

all operational responsibilities.

Functions as an HMIS qualified Buyers Technical Representative, as necessary.
Ensures that personnel are physically and mentally capable of performing assigned

activities responsibilities.

Ensures technical procedures and other work-related documents are prepared and used

to provide appropriate work direction and to ensure work is performed safely and
efficiently.

Establishes housekeeping standards in work areas of jurisdiction.
Ensures worker radiation and chemical exposure is maintained As Low As is

Reasonably Achievable (ALARA).
Ensures operational personnel maintain daily compliance with state and federal
drinking water regulations.

Periodically performs field walkdowns to ensure WSU personnel are performing work

in a procedurally compliant and safe manner.

Periodically performs MOP observations.
Other duties as assigned by the Director.

Basic Qualifications
- BA/BS degree, plus five years of related experience or equivalent combination of education and experience.

Proven experience in a leadership capacity (team lead, supervisor, manager, etc.).
Strong Conduct of Operation background and attention to detail.
Strong communication, organization and decision-making skills required.
Ability to plan, direct, and coordinate operations for the department.
Ability to obtain and maintain a Personal Identification Verification (PIV) Credential badge.

Desired Qualifications
- Experience demonstrating successfully managing bargaining unit personnel.

Previous experience with water and wastewater systems.
Previous experience with operational or fast-paced work environments.
Department of Ecology and/or Department of Health Certifications a plus.

Grade 21: $145,150 - $183,050
Grade 22: $162,863 - $214,288

To obtain this credential, new employees must successfully complete and pass a federal background check investigation. This investigation encompasses multiple areas of eligibility and includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
