GENERAL STATEMENT OF DUTIES
Provides leadership, direction, and operational oversight for the division's maintenance department, with responsibility for daily maintenance operations, skilled trades, contracted services, building systems, site infrastructure, and long-range facility renewal planning.
This position is responsible for helping move the maintenance department from a primarily reactive, break-fix model toward a planned, data-informed, preventive, and capital-minded maintenance program. The Supervisor of Maintenance ensures that school buildings, support facilities, grounds-related infrastructure, and major building systems are maintained in a safe, reliable, efficient, and instructionally supportive condition.
The position serves as the division's primary maintenance leader and technical resource for HVAC, plumbing, electrical systems, roofing, drainage, stormwater infrastructure, building envelope concerns, facility condition assessments, maintenance budgeting, and capital maintenance planning. The Supervisor of Maintenance also supports construction, renovation, and major repair projects by coordinating with architects, engineers, consultants, contractors, school leaders, and division staff.

Leads, organizes, supervises, and evaluates the daily work of the maintenance department, including skilled trades, general maintenance personnel, contracted services, and other assigned staff.

Establishes clear maintenance standards, work priorities, operating procedures, service expectations, and accountability systems that support safe, reliable, and well-maintained schools.

Leads the continued development and implementation of a division-wide preventive and predictive maintenance program for building systems, equipment, site infrastructure, and critical facility assets.

Reviews, prioritizes, and manages work orders, emergency repairs, deferred maintenance needs, seasonal maintenance work, and recurring building concerns using available operational data and service trends.

Coordinates, monitors, and inspects work in major building trades, including HVAC, plumbing, electrical, carpentry, roofing, masonry, general construction, and related facility repairs.

Provides technical leadership and practical problem-solving for building system failures, recurring maintenance issues, utility concerns, weather-related facility impacts, and urgent operational needs.

Conducts or coordinates facility condition assessments and uses findings to identify lifecycle needs, risk areas, deferred maintenance priorities, and short- and long-range repair or replacement strategies.

Develops and maintains multi-year maintenance and capital renewal recommendations based on building condition, system age, risk, cost, instructional impact, safety, and operational need.

Assists in the development of annual maintenance operating budgets and supports strategic budgeting for equipment replacement, contracted services, major repairs, and capital maintenance priorities.

Prepares and reviews scopes of work, cost estimates, technical recommendations, specifications, and supporting documentation for maintenance projects, repairs, renovations, and contracted services.

Coordinates closely with the Division Project Manager to align maintenance needs with capital projects, renovations, summer work, building improvements, and long-range facility planning.

Reviews architectural and engineering drawings, plans, specifications, and project documents for maintainability, constructability, operational impact, lifecycle cost, and alignment with division needs.

Coordinates with architects, engineers, consultants, vendors, contractors, local officials, and internal stakeholders on assessments, design review, code-related issues, project execution, commissioning, punch-list follow-up, and warranty matters as assigned.

Supports the planning and delivery of capital projects, renovations, major repairs, and building system replacements, including schedule coordination, site logistics, quality review, documentation, and operational handoff.

Oversees maintenance planning and response related to roofing systems, drainage concerns, stormwater infrastructure, gutters, downspouts, site runoff, and building envelope conditions.

Monitors contractor performance, reviews completed work, verifies invoices and service documentation, and ensures that work meets scope, schedule, quality, safety, and budget expectations.

Helps ensure compliance with applicable building codes, fire and life safety requirements, environmental requirements, stormwater requirements, OSHA-related safety practices, and other local, state, and federal regulations affecting facility operations.

Collaborates with principals, department leaders, school-based staff, and division leadership to identify facility needs, communicate project impacts, plan work schedules, and minimize disruption to instruction and school operations.

Maintains accurate records, reports, inventories, maintenance histories, inspection documentation, service records, project files, warranty information, and asset-related data.

Recommends improvements to staffing, training, tools, equipment, technology systems, inventory practices, work order processes, and maintenance procedures to improve service reliability, responsiveness, cost control, and planning discipline.

Uses available maintenance management, asset management, building automation, energy management, and office technology systems to support decision-making, documentation, communication, and accountability.

Responds to urgent facility conditions and may be required to coordinate after-hours emergency response related to building systems, weather events, utilities, site safety concerns, or other operational emergencies.

Builds a maintenance culture focused on safety, professionalism, teamwork, communication, follow-through, stewardship of public resources, and pride in the condition of division facilities.

Performs other duties as assigned by the Director of Operations.
Work is performed under the general direction of the Director of Operations. The employee exercises considerable independent judgment in planning work, setting priorities, assigning staff, recommending solutions, coordinating projects, evaluating building needs, and managing daily maintenance operations within established policies, procedures, and budget parameters.
Direct supervision is exercised over assigned maintenance personnel and other support staff as designated. The position also provides technical leadership and coordination to contractors, vendors, school-based staff, and division personnel involved in facility maintenance, repair, renewal, and project-related work.

Graduation from high school or possession of a GED required.

Considerable progressively responsible experience in facilities maintenance, building systems, construction, skilled trades, or related operations work.

Supervisory, lead worker, project coordination, or foreman-level experience in a maintenance, construction, facilities, public works, school division, local government, industrial, commercial, healthcare, or other complex multi-building environment.

Demonstrated knowledge of multiple building systems and trades, including HVAC, plumbing, electrical systems, roofing, drainage, building envelope, general construction, and facility repair practices.

Demonstrated ability to lead maintenance staff, assign work, inspect completed work, hold employees accountable, and develop a culture of professionalism, safety, responsiveness, and quality.

Demonstrated ability to read and interpret plans, specifications, technical documents, construction drawings, shop drawings, manufacturer information, and architectural or engineering documents.

Demonstrated knowledge of preventive maintenance, work order management, project estimating, contractor coordination, facility documentation, operational budgeting, and long-range maintenance planning.

Demonstrated ability to assess facility conditions, identify system deficiencies, prioritize risk, and support capital repair, renewal, and replacement recommendations.

Knowledge of occupational hazards, safe work practices, code-related requirements, and regulatory expectations associated with facilities maintenance, construction, and public building operations.

Ability to communicate effectively orally and in writing and to prepare reports, scopes of work, recommendations, project updates, budget information, and maintenance documentation.

Ability to organize multiple priorities, respond to urgent needs, make sound decisions, and lead operational change in a fast-paced school environment.

Associate's or bachelor's degree in construction management, facilities management, engineering technology, building construction, architecture, public administration, or a closely related field.

Master-level license, journeyman-level credential, or significant documented experience in one or more skilled trades, including HVAC, electrical, plumbing, roofing, or general construction.

Experience in a public school division, local government, higher education, healthcare, industrial, commercial, or other complex multi-building facilities environment.

Experience with computerized maintenance management systems, asset management systems, building automation systems, energy management systems, or related facilities technology.

Experience supporting capital improvement planning, facility condition assessments, design review, construction administration, owner-side project coordination, or major building system replacement projects.

Knowledge of stormwater management, drainage systems, building envelope systems, roof asset management, indoor air quality, energy efficiency, and lifecycle cost planning.

Experience preparing scopes of work, cost estimates, bid or quote documents, technical recommendations, and contractor performance documentation.

Valid Virginia driver's license required.

Must obtain and maintain any job-related certifications, licenses, or training required by law, regulation, policy, or assigned duties.

Trade licensure, OSHA-related training, facilities management certification, construction management certification, stormwater training, asbestos awareness, lead awareness, or other job-related certifications are preferred.

Thorough knowledge of building maintenance methods, materials, tools, equipment, safety practices, and skilled trade procedures.

Strong working knowledge of HVAC, plumbing, electrical, roofing, drainage, building envelope, and general construction principles.

Working knowledge of facility condition assessment practices, lifecycle planning, cost estimating, capital renewal planning, and deferred maintenance prioritization.

Work requires a combination of office, school, shop, mechanical room, rooftop, site, and field activity. The employee must be able to inspect facilities, building systems, grounds, maintenance work, and construction or repair activities in indoor and outdoor environments.
The employee may be required to walk campuses and job sites; climb stairs and ladders as needed; access mechanical areas, rooftops, crawlspaces, or confined work areas when appropriate; and occasionally lift, carry, push, or pull materials and equipment consistent with assigned duties.
The position may involve exposure to weather, dust, noise, odors, mechanical equipment, electrical equipment, heights, uneven surfaces, and other conditions typical of maintenance, construction, and facility operations.
