Under the general supervision of the Deputy Director, this position has primary responsibility for planning, organizing, and implementing the Family and Community Partnership service area for both Head Start and the Child Care and Development Fund (CCDF) programs. Responsible for all federal requirements in the area of Family, Parent and Community Engagement work plan and the coordination of family partnership process and parent involvement for families. Family and Community Engagement focuses on parent involvement, including family support services, case management, transition services and partnerships with community agencies. This position will take the lead in outcomes and accountability for grant deliverables. As part of support services, the Family Engagement and Partnerships Coordinator participates in developing agency plans, monitoring and assessing program performance, and planning and carrying out Family Services Worker (FSW) staff training, and mentoring. This position is also responsible for actively recruiting families into the programs and helps to review enrollment applications.
In conjunction with content leads, will maintain record keeping and reporting systems for all programs in the department, including service area plans, schedules, timelines, policies and procedures for the Family/Parent and Community Engagement work plan, health/dental follow up appointments, 45 day reports, and CCDF parent support requests; including, governance in accordance with Head Start Performance Standards and all other applicable laws and regulations.
Leads the design and collection of information for the annual community/self-assessment reports and ongoing monitoring plans as related to Head Start and CCDF programs.
Responsible for onboarding and continuously training of FSWs and CCDF program staff on changing case management trends.
Will be the lead on training parent committees on governance protocols and ensuring that they are fully established yearly per Head Start Performance Standards guidelines.
Reviews all monthly FSW reports for accuracy and implementation of Family Service Agreements to ensure that family goals are designed and supported, and provides follow up with FSWs to ensure that the program is in compliance.
Lead on trauma-inform care implementation, training and support for all programs under the Tribal Child Development Department.
Provides monthly Program Information Reports (PIR) on the Family Service Plan, along with assisting in the completion of the annual report submitted to Office of Head Start.
Provides monthly reports on FSW activities, local partnerships established, parent committee activities, and community recruitment efforts to the department director.
Works actively to increase parent participation at the centers and strategizes to increase In-Kind activities and opportunities.
Provides training to all staff and parents as mandated by program requirements.
Updates and publishes the parent handbook yearly.
Routinely monitors and updates parent/guardian contact information.
Provides ongoing monitoring of FSW and CCDF files to ensure proper documentation is maintained.
Sets yearly recruitment calendar for Head Start and CCDF, that includes community fairs and outreach presentations.
Leads all efforts in connecting and maintaining local partnerships that include creating and maintaining Memorandums of Understandings with school districts, local Tribal Clinics, consultants, and social service agencies.
Identifies and helps FSWs implement an evidence based parent curriculum.
Provides reports to the Policy Council on activities related to family engagement.
Will work with Eligibility, Recruitment, Selections, Enrollment and Attendance (ERSEA) lead to develop policies and trends in enrollment yearly and actively review applications, enrollment files, eligibility, and documentation of Head Start child files at the centers and in the database.
Attends meetings and trainings, as requested, to keep abreast of trends in the various service areas.
Regular and predictable attendance.
Perform other relevant duties as assigned.
Qualifications
CRIHB recognizes that an equivalent combination of education, training, and progressively responsible leadership experience may be considered. A high school diploma or equivalent is required for all applicants.
Ability to Complete Family Development Credential (with the exception of staff with an advanced degree in behavioral science (social work, sociology, psychology, human development, family services or related field.) within 18 months from date of hire.
Understanding of the current state of the art in early childhood education, child health, mental health, and familiarity with the fields of disabilities services and parent involvement.
Familiarity with community resources and developing partnerships.
Knowledge of day care licensing standards as well as standards of other regulatory bodies preferred.
Sound understanding of developmentally appropriate practice, cultural diversity, and inclusion.
Ability to assess and monitor job performance of staff, in order to determine training needs and capabilities of staff.
Ability to effectively communicate with community members and groups, managers, regulatory agencies, and families both individually and in group settings.
