Full Job Description

WECA is a nonprofit organization serving merit shop electrical contractors, their employees and the industry suppliers that support them. In California, WECA offers federal and state-approved Commercial, Residential, and Low Voltage (Voice Data Video and Fire Life Safety) Electrical Apprenticeship programs, a state-approved Electrician Trainee program, certification exam preparation classes, and state-approved continuing education classes for journeyperson electricians and low voltage technicians. In Arizona, WECA offers a federal and state-approved Commercial Electrical Apprenticeship program and continuing education classes for Journeyperson electricians. In Utah, WECA offers a federal and state-approved Commercial Electrical Apprenticeship program. WECA additionally shares its expertise by producing curriculum products and publications for the industry.

Job Summary:

The Apprenticeship Outreach and Recruitement Specialist works with the Workforce Development Team to promote WECA’s Apprenticeship programs and to increase the awareness of WECA and the benefits an apprenticeship offers by partnering with school districts, civic associations, minority resource centers, and other community-based organizations.

The AWDROS oversees the apprenticeship application process including, but not limited to, sourcing applicants, identifying whether or not minimum qualifications are met, scheduling and proctoring basic skills and aptitude tests. Scheduling interviews and conducting apprenticeship orientations at all WECA locations.

The AWDROS manages affirmative action programs and develops EEO policies and procedures as they pertain to the apprenticeship programs and workforce development responsibilities. They will monitor and evaluate compliance with equal opportunity laws, guidelines, and policies to ensure that employment practices and contracting arrangements give equal opportunity without regard to race, religion, color, national origin, sex, age, or disability.

Essential Functions:

Recruitment Management:

1. Develops, implements, and evaluates recruitment and selection processes and practices.

2. Analyzes the effectiveness of recruitment and selection strategies and procedures.

2. Manages the entire recruitment/intake process to ensure compliance with policies and procedures.

3. Produce various reports measuring the effectiveness of recruitment efforts.

4. Provides information regarding program minimum requirements and benefits to prospective students via personal visits, phone calls, emails and direct mail.

5. Works with Membership and Marketing Departments to source and create strategies for difficult to recruit areas.

6. Responsible for quality and accuracy and management of WECA’s EEOC Compliance Plan as it pertains to apprenticeship programs to ensure continued work in the area of diversity. This includes work with Women’s Organizations, Minority Groups, Veterans Groups, etc. Documentation of efforts, producing reports for WECA and Government Agencies and responding to audits.

7. Work in a highly collaborative manner with others across the organization, external contacts of significance, and members of WECA. i.e., BIA, Job Corp, Schools, etc.

8. Responsible for recruiting qualified applicants for WECA’s Apprenticeship and Training Programs in accordance with state and federal regulations and company policies and procedures, consistent with the highest ethical standards.

9. This position is responsible for facilitating testing and interviewing activities for all of WECA’s apprenticeship programs and conducting follow-up with interviewees and applicants.

10. Collaborates with other to provide input on Handbook Updates, Standards updates and/or policy changes or additions.

Training and Education:

1. Provides guidance, assistance, and training to interview participants and others on all aspects of the recruitment and selection process.

2. Develop and revises recruitment procedures and instructions for interview participants and others.

3. Serves as a resource and provides training on the application and interview process.

4. Works in a collaborative manner with contractors and other agencies on matters pertaining to workforce needs and recruitment.

Promotion and Marketing:

1. Contacts and meets job counselors to explain the benefits of program.

2. Participate in job fairs, outreach events, and other special events to explain programs to potential students and contractor members.

4. Responsible for creating and maintaining a comprehensive project plan that includes recruiting events.

5. Responsible for development and maintenance of relationship/partnership with various groups such as VA, EDD, BIA, NAWIC, etc.

6. Produces reports on success of various promotions as requested.

Workforce Development and Customer Service:

1. Works with contractors in the development of ideas and strategies to address short- and long-term workforce needs.

2. Understands Apprenticeship Rules and Regulations, and Apprenticeship Standards for all programs.

3. Composes letters as necessary.

4. Partners with other Staff Members on Apprenticeship needs and disciplinary preventative measures

5. Services as part of the overall Operations Team and assists with various projects and customer service as required

6. Responds to client needs and inquiries with in a courteous and timely manner (ASAP, but within 24 business hours)

Knowledge, Skill and Experience:

1. Must have effective communication and interpersonal skills as well as those
needed for conducting needs assessment, providing input on candidate
selection and problem solving in group or one on one situations.

2. Ability to interact effectively as either a leader or as a member of a team and work collaboratively with other departments.

3. Ability to listen to customers (e.g. staff, etc.) and to understand and respond positively to their requests.

4. Ability to adapt to changing assignments and multiple priorities.

5. Ability to manage multiple tasks and successfully meet deadlines.

6. Ability to set a professional and positive image for the Association.

7. Able to conduct complex analyses and develop recommendations.

8. Ability to use Microsoft Office (Word, Excel, Outlook, and Publisher) and common office equipment (multi-line phones, copiers, fax, etc.)

9. This position is not a Monday through Friday 9am-5 pm position as recruiting the best candidates requires evenings and weekends.

10. This position requires travel throughout the State of California, Arizona and Utah, 75% travel.

11. Must have normal automobile insurability and valid driver’s license. Normal insurability is defined as the ability to secure insurance coverage without high-risk premium or cancellation.

12. This position requires the use of personal vehicle. Expenses associated with business travel are reimbursed.

13. Prior experience in / knowledge of the electrical field a plus.

14. Knowledge of recruitment, screening, interviewing and referral processes as well as knowledge of employment law a plus
