The Budget Analyst performs financial analysis and budget management work in support of the Office of the Inspector General (OIG). This position supports the OIG Operations Manager and OIG division managers in maintaining financial accountability and operational efficiency across OIG's programs and services.
Responsibilities include but are not limited to:

Monitoring and analyzing administration-wide expense and contracts budgets.
-
Processing financial transactions.
-
Maintaining internal controls.
-
Ensuring compliance with applicable financial policies and regulations.
While individual incumbents may carry a primary focus in either expense or contracts budget functions, both positions maintain cross-trained competency across the full scope of this responsibility and are expected to perform either function as organizational needs require.

Two (2) years of experience performing financial analysis and budget monitoring, including variance analysis, spend rate tracking and/or expense forecasting.
AND
Experience must demonstrate the following:
- Process financial transactions, ensure audit readiness, and maintain the integrity of financial records.

Monitor budget compliance.
-
Identify, document and/or escalate financial exceptions, anomalies and/or compliance issues in accordance with established protocols.

Maintain data integrity at the transaction level, ensuring entries are accurate, complete and/or consistent with applicable financial policies.
-
Bachelor's degree in accounting, finance, public administration or a related field, or equivalent professional experience.

Knowledge of the following:
-
Government financial regulations, fiscal analysis and financial reporting, including MMB financial policies and procedures and FOD/ADM policy requirements.
-
Minnesota Statutes, Session Laws and Rules pertaining to state budgeting, financial management and internal controls, including 16A/C reporting requirements.
-
State financial systems and general ledger structures, including transaction processing, coding conventions and reconciliation processes used in Minnesota state government.
-
Contract encumbrance principles, funding source rules and fiscal review standards applicable to state agency contracts management.
-
Internal control frameworks and audit support processes applicable to state agency financial operations.
-
OIG policies, procedures and protocols, including requirements governing the management of confidential and private information.
-
DHS licensing functions and the role of the OIG in investigating fraud, waste and abuse within human services programs.
-
Familiar with 16A/C budget allotment requirements and threshold breach processing procedures.
-
Conduct contract and amendment fiscal reviews, assessing financial impacts and cost reasonableness in accordance with.
-
Experience with P-Card and Travel & Expense analysis, including the ability to identify anomalies, coding errors and policy compliance issues at the transaction level.

Skilled at computer and data entry sufficient to accurately enter and maintain financial data across multiple systems, databases and spreadsheet applications with reasonable speed and accuracy.

Understand and maintain confidential and private information in strict accordance with applicable policies, procedures and regulations.
-
Experience with written and verbal communication sufficient to clearly document financial findings, respond to inquiries and present information to supervisors and internal clients.

Variety of experiences working effectively with others from different backgrounds and cultures.
