Job Summary:
The Office of Performance & Budget leads continuous improvement as the nexus of strategy and change within the City of Largo. This position works with staff across the organization to facilitate strategic alignment, improve how we do business, measure performance, and share those outcomes with our community.
The Performance & Budget Analyst is an entry-level professional position in the Performance & Budget Analyst job family, responsible for coordinating and managing major City activities, including business process improvement, strategic planning, performance measurement, the Annual Budget and Capital Improvements Plan, and policy implementation. The position reports to the Performance & Budget Manager.

Performance & Budget Analyst I: $64,313.60-$73,960.64
Performance & Budget Analyst II: $69,118.40-$79,486.16
Performance & Budget Analyst III: $74,318.40-$85,466.16

Serves as project manager for special citywide projects as requested, including the annual Capital Improvement Program (CIP) and Annual Operating Budget document development
Technical
Creates and recommends innovative solutions that are aligned with the City’s strategic goals; solutions may include both innovation in services offered to citizens as well as innovation in internal processes
Coordinates preparation of the CIP and Annual Operating Budget submissions of assigned departments.
Supports the development of strategic, priority-driven budget requests from City departments
Analyzes financial and operational data by learning, developing, and utilizing business intelligence and data visualization tools
Develops new and creative ways to use data to serve internal stakeholders and citizens better
Develops and monitors expenditure and revenue estimates and projections
Conducts risk analyses through interviews and observation to meet management goals and ensure compliance with regulations
Prepares, presents, and reviews relevant City Commission agenda items for Regular Meetings and Work Sessions to ensure policy and budget alignment
Attends City Commission and Advisory Board meetings when necessary

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS:
Education and Experience for Performance & Budget Analyst I:
Bachelor’s degree (Master’s degree preferred) from an accredited institution in business, public administration, economics, political science, or a related field, and two (2) years or more experience in financial planning and analysis, accounting, auditing, data analytics, public service, or related work
Valid Driver's License
Education and Experience for Performance & Budget Analyst II:
Bachelor’s degree (Master’s degree preferred) from an accredited institution in business, public administration, economics, political science, or a related field, and four (4) years or more experience in government financial planning and analysis, accounting, auditing, data analytics, public service, or related work OR a Master’s degree with two (2) years of experience as previously described.
Certification in process improvement, such as Six Sigma Green Belt or High-Performance Organization
Served as project manager for a major project (e.g., CIP, budget, software implementation, Strategic Plan, process improvement)
Valid Driver's License
Education and Experience for Performance & Budget Analyst III:
Bachelor’s degree (Master’s degree preferred) from an accredited institution in business, political science, public policy, economics, or a related field, and six (6) years of experience in government financial planning and analysis, accounting, auditing, data analytics, public service, or related work OR a Master’s degree with four (4) years of experience as previously described.
Demonstration of ongoing professional skills development, including but not limited to advanced Lean/Six Sigma training (Green Belt or beyond), Certified Government Finance Officer (CGFO) or Certified Public Finance Officer (CPFO) certification, Project Management training or certification
Experience balancing organization-wide financial projections for annual budget plans, including determining available fund balances
Has served as project manager for the capital and/or operating budget processes
Valid Driver's License

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS:
Work Environment: 95% inside a climate-controlled building; 5% outside, including driving.
Physical Requirements: The essential functions of the job require sitting approximately six (6) hours per day, standing less than one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulations, grasping, pulling, and repetitive motion, with occasional bending/stooping, kneeling, and lifting objects weighing up to 15 pounds. On rare occasions, the work requires climbing, pushing, reaching, and lifting/carrying objects weighing up to 44 pounds.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the phone and while giving presentations to groups. Seeing: Ability to see and read computer monitor screens, operate a vehicle, and read normal and/or fine print.
Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.
Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and laptop computers, and calculators, as well as all associated software. The work also requires proficiency with computer hardware and software, including word, spreadsheet, and database applications, internet applications, and database management.
