Description

Under direction, performs professional, analytical, and technical duties in support of the Organizational Development workgroup in support of programs, services, and professional and organizational development; plans, coordinates, conducts and analyzes a variety of training and development activities and projects, makes appropriate recommendations; and performs other OD related duties as assigned.

The Organizational Development Analyst plays a key role in advancing a culture of continuous learning and high performance at the Port. This position leads the design, delivery, and administration of learning and development (L&D) programs that support employee growth, engagement, and development.

The OD Analyst receives direction and guidance from the Organizational Development Manager to implement initiatives aligned with the Port’s strategic goals and workforce development priorities. Areas of focus include the Employee Recognition Program, Supervisor Training, Performance Management training and other workforce learning opportunities that promote growth, engagement, and a culture of continuous learning. This position collaborates with Human Resources, Information Technology, Safety and other Department leaders to design high-quality learning experiences that support Port values, compliance and strategic goals.

Hiring Range Negotiable Between: $79,538 - $96,000 DOQ/DOE*
Telecommuting applies after the first 90 days of in-office work with approval of the Director of Human Resources.
This position will work occasional Saturdays to assist the department with recruitment events.

DEFINITION

Under direction, performs professional, analytical, and technical duties in support of Human Resources Department programs, services, operations, and activities, including recruitment and selection, training and onboarding, performance management, benefits, retirement, leaves of absence, classification, compensation, and professional and organizational development; plans, coordinates, conducts, and analyzes a variety of personnel/human resources assignments and projects and makes appropriate recommendations; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from assigned supervisory or management personnel. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

This is the journey-level classification in the Human Resources Analyst series. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. The Human Resources Analyst is distinguished from Senior Human Resources Analyst in that incumbents in the latter class independently perform more difficult and varied analytical work on assignments having greater impact on department operations and Port programs, and the exercise of greater independent judgment and initiative.

Essential Duties and Responsibilities

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so qualified employees can perform the essential functions of the job.

Performs a variety of professional, analytical, and technical human resources duties in support of the Port’s Human Resources Department programs, services, operations, and activities; provides responsible customer service and responds to inquiries from staff, management, and the public; ensures integration of operations with department needs and those of other departments and divisions.

Evaluates, coordinates, implements, and participates in the administration and provision of a range of services in assigned functional areas, such as recruitment and selection, onboarding and orientation, performance management, employee and labor relations, job analysis, classification, and salary administration, staff development and training, human resources information systems, employee relations, professional and organizational development and learning, and leaves of absence, health, insurance, and retirement benefits administration.

Plans, conducts, and analyzes large personnel assignments and projects; coordinates a variety of Human Resources projects to improve programs, policies, rules, and regulations; drafts and reviews reports for approval by management.

Provides comprehensive analyses and assists in the administration of employee leave programs in accordance with laws and policies; participates in interactive discussion process Port-wide; provides technical assistance on leave programs, Americans with Disabilities Act (ADA) laws, and workers’ compensation issues.

Conducts classification studies and screens study requests; provides results of studies for approval; reviews job descriptions and recommends allocation of positions to appropriate classification.

Plans and conducts recruitment activities; develops advertising campaigns; administers a centralized assessment program including application processing and preparation of eligible lists; collaborates with other departments and agencies regarding recruitment matters.

Maintains employee records and verifies processing of personnel transactions including new employee intake and employee transfer; analyzes employee turnover statistics and administers exit interviews.

Assists in developing negotiation strategies and resolving issues involving employee relations or contractual disputes; conducts surveys related to collective bargaining and assists in the grievance process.

Creates in-house management training programs and recommends other district training needs; develops career development guidelines and administers employee engagement surveys.

Presents reports, presentations, and board agenda items to various stakeholders; attends conferences, workshops, meetings and training seminars to stay current in areas of responsibility.

Participates in the evaluation of human resources information systems enhancements; provides guidance to end users and consults with other Information Technology staff on business process changes.

Stays current with knowledge related to human resources management by attending professional conferences and in-service education programs and reviewing professional publications.

Performs a variety of special research, studies, and analysis projects as assigned.

Performs assigned disaster service worker responsibilities, as directed.

Observes and complies with all Port and mandated safety rules, regulations, and protocols.

Performs related duties as assigned.

Qualifications

Knowledge of:

Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.

Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

Equivalent to a bachelor's degree from an accredited college or university with major coursework in human resources, public or business administration, psychology, or a related field.?

Experience:

Four (4) years of increasingly responsible experience in the implementation, administration, and provision of human resources programs and services related to areas of assignment.

Recruitment Information

Hiring Range Negotiable Between: $79,538 - $96,000 DOQ/DOE*

PHYSICAL DEMANDS

Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.

ENVIRONMENTAL CONDITIONS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.
