Civil Project Engineer Manager – Land Development

Location: San Diego, CA
Work Arrangement: On-Site | Full-Time
About the Opportunity

Our client is a leading multidisciplinary engineering consulting firm specializing in civil engineering, land development, planning, surveying, and design. The firm delivers innovative solutions for public and private-sector projects while maintaining a strong focus on technical excellence, collaboration, and professional growth.

We are seeking a Civil Project Engineer Manager with strong land development design experience to lead civil engineering projects and manage a team of designers and engineers in an office-based environment.

Important Candidate Requirements

This position is specifically focused on private-sector land development engineering and design.

Qualified candidates must:

Have experience with a private engineering or consulting firm specializing in land development design.
Have strong hands-on experience with AutoCAD Civil 3D.
Have experience managing engineering/design teams in an office environment.
Be a California-licensed Professional Civil Engineer (PE).
Be local to San Diego, CA and able to commute to the office daily.

Key Responsibilities

Manage civil engineering and land development projects from conceptual planning and preliminary design through construction.
Develop and manage project scopes, schedules, budgets, contracts, and deliverables.
Perform and oversee land development and site civil engineering design, including grading, drainage, utilities, roadway improvements, and infrastructure.
Evaluate land use, zoning, site constraints, infrastructure requirements, and regulatory requirements.
Lead, supervise, mentor, and provide technical direction to engineers, designers, and other project staff.
Review construction documents, regulatory plans, public improvement plans, and technical drawings for accuracy and compliance.
Conduct constructability and quality-control reviews.
Coordinate with clients, consultants, contractors, and local jurisdictions.
Prepare project proposals, scopes of work, fee estimates, and contracts.
Support business development and maintain strong client relationships.
Manage permitting, regulatory approvals, and construction administration activities.
Ensure projects are delivered on time, within budget, and according to applicable engineering standards.

Required Qualifications

Bachelor's degree in Civil Engineering (BSCE) or a related engineering discipline.
Active Professional Engineer (PE) license is mandatory.
5–10 years of relevant civil engineering experience, specifically in land development design.
At least 3 years of leadership, project management, or supervisory experience.
Experience working for a private civil engineering/land development consulting firm.
Strong experience managing project budgets, schedules, contracts, and technical teams.
Advanced proficiency with AutoCAD Civil 3D – strictly required.
Strong understanding of civil construction documents and public improvement plans.
Excellent technical, analytical, communication, and client-management skills.
Ability to work independently, make sound engineering decisions, and manage multiple projects.

Preferred Qualifications

Experience working with California cities, counties, and local jurisdictions.
Strong knowledge of California civil engineering codes, standards, permitting processes, and regulatory requirements.
Extensive experience with land development and site design projects.
Experience with entitlement, permitting, and agency coordination.
