MINIMUM QUALIFICATIONS
- Bachelor's Degree in related field or equivalent experience.
- Three to five (3 - 5) years of professional work experience in Risk Management or a related field.
- OSHA 30 General Industry Training.
- Experience working with and knowledge of local, state, and federal safety rules and regulations, including CAL OSHA.
- Experience with root cause analysis, incident investigation, safety assessments, and developing, implementing, and evaluating written safety plans.
- Experience collaborating with multiple teams to implement policies and procedures.
- Experience in public speaking, training facilitation, and communicating with members of the public in a service environment.
- Ability to communicate risk-related concepts to a broad range of technical and non-technical staff.
- Critical thinking and analytical skills with the ability to identify and analyze trends/issues.
- Excellent leadership, interpersonal, verbal, and written communication skills.
- Proficient with Office 365.
- Ability to travel throughout San Francisco, Marin, and San Mateo Counties.
- Ability to make sound business judgments promptly and demonstrated experience with prioritizing under time pressures.
PREFERRED QUALIFICATIONS
- Insurance claims management experience.
- Bilingual skills in English and Spanish
POSITION SUMMARY
Responsible for implementing policies, procedures, processes, and training necessary to help prevent and reduce incidents, occupational illnesses, and exposure to long-term health hazards by YMCA employees, members, youth participants, and guests. Develop and direct safety initiatives/projects within all branches, camps, and facilities owned and/or leased by the YMCA of San Francisco.
ESSENTIAL FUNCTIONS
Risk Assessment
- Maintain awareness of Association activities to evaluate potential risk management exposures.
- Identify risk exposures through evaluation of worker’s compensation loss trends; generate trend reports for AVP Risk/Legal
- Conduct audits, including but not limited to Facility Safety, Workplace Violence Prevention, Emergency Action Plan, Automated External Defibrillator, and Safety Committees Audits, and other safety audits as needed.
- Provide written audit reports and trend analysis to AVP Risk/Legal and other management.
- Develop proactive processes, systems, tools, and metrics to improve safety and measure performance.
- Provide support to all branches, camps, and facilities on safety related matters including OSHA requirements, loss trends, loss exposures, and mitigation strategies.
- Coordinate and provide technical expertise and oversight for accident investigations, job hazard analysis, ergonomics, and industrial hygiene.
Investigations, Insurance Claims Management, and Carrier Relations
- Review all member/adult incident reports.
- Investigate serious employee and member injuries/fatalities under direction of AVP Risk/Legal report incidents to insurance, Cal/OSHA, and Y-USA as required.
- Manage general liability and property insurance claims.
- Support aquatic emergency investigations.
- Organize annual insurance carrier site visits and respond to carrier recommendations.
- Support annual insurance renewal process.
Workplace Violence Prevention & Security
- Oversee compliance with Workplace Violence Prevention Policy.
- Review, investigate, log, and respond to all Workplace Violence incidents.
- File workplace violence restraining orders and attend hearings.
- Advise Operations on membership terminations.
- Organize and oversee safety and security measures at major YMCA events, and as need in response to workplace and community violence incidents.
Regulatory Compliance, Policies & Prevention Programs
- Oversee compliance with Confined Space Procedures, update procedures as needed.
- Develop and implement safety initiatives for the Association.
- Ensure all Risk Management policies, procedures, and training are compliant with regulatory and industry standards.
- Update, draft, and monitor Risk Management Policies and Illness & Injury Prevention Plans, including but not limited to: Blood-borne Pathogens, Hazard Communications, Heat Illness, Workplace Violence Prevention).
- Perform research as needed on new/updated city, county, state, and CDC health orders, guidelines, Health and Safety plans, and Cal/OSHA emergency standards.
- Maintain database of Risk Management policies, procedures, prevention plans, and materials on Teams, SharePoint, and similar platforms.
Safety Committees, Audits & Emergency Preparedness
- Support all functions of branch Safety Committees, including AED/CPR skill drills, emergency drills, emergency preparedness, and emergency action plans.
- Organize Safety Committee Chairs meetings at least bi-annually.
- Chair the Association Office Safety Committee.
Training, Leadership & Organizational Support
- Evaluate, recommend, and update Risk Management trainings in partnership with other departments.
- Lead staff training on Risk Management.
- Deliver Risk Management onboarding/orientations to senior management (Associate Executive Directors and higher).
- Attend staff meetings and trainings as required.
- Uphold and role models YMCA policies for safety, supervision, mandated reporting and risk management.
- Demonstrate the Character Counts values of caring, respect, honesty and responsibility in all dealings with members, guests, volunteers and fellow staff.

EFFECT ON END RESULTS
The Director of Occupational Risk and Safety is expected to support the functioning of the organization within legal and risk management best practices, resulting in a higher level of confidence and trust within each stakeholder group that the mission of the YMCA can be achieved. This position must collaborate effectively with all levels of staff in the Association and partner with executive level staff in Branches and Association Office.
