Parking Services Manager

San Rafael, with a population of approximately 60,000, is a full-service city with a City Council/City Manager form of government with 12 departments, more than 400 employees, and a fiscal year 2026-2027 annual budget of approximately $208 million. The City’s vision is to be a vibrant economic and cultural center reflective of its diversity. THE DIVISION

The Parking Services Division (the Division) is an integral part of life in San Rafael. Not only do our employees interact with people every day, but parking is part of the life blood of the city, and no city can be successful without sufficient parking capacity and a clear perspective on how to best to manage it. The Division supports the safe, efficient, and accessible use of public streets, parking facilities, and transportation infrastructure throughout the City. The Division helps maintain traffic flow, promotes turnover in parking spaces to support local businesses, and ensures compliance with parking regulations.

The Division also plays an important role in public safety and community quality of life by helping keep emergency access routes clear, improving parking availability, addressing citizen concerns, and supporting orderly use of public spaces.

Supervised by the Parking Services Manager, the Division includes 7 Parking Enforcement Officers, 2 Parking Facilities Attendants, 3 Parking Equipment Technicians, and 2 Administrative staff members. The Division maintains a public counter located out of San Rafael City Hall with a satellite payment office at the Al Boro Community Center, ensuring access and visibility to community members throughout the city. The Manager is responsible for an enforcement operation that issues approximately 33,000 parking citations annually and a Division that oversees an operation with over $5,000,000 in yearly revenue.

The Parking Service Manager often works cross-departmentally with Public Works, Police and Fire to ensure safety for community events and is the Division representative for the City’s Traffic Committee.

The ideal candidate for the Parking Services Manager position is a collaborative, customer-focused leader with experience managing municipal or public parking operations and enforcement programs. They are a strategic thinker who balances operational excellence with exceptional customer service, communicates effectively with diverse stakeholders, and confidently represents the City before elected officials, businesses, and the community. They possess strong financial and analytical skills, lead with integrity and accountability, and continuously seek innovative solutions to improve parking services, technology, and program performance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provides overall administrative direction to the City's parking programs, including enforcement,
collection, parking permits, customer issues, billing, maintenance and field operation services.
Initiates, develops, and implements Parking division goals, objectives, polices, procedures and
priorities to ensure a coordinated parking system.
Participates in the analysis of current parking operations and program coordination, and makes
recommendations for change that support the parking operation strategic direction and plans.
Prepares and maintains the budget for the City's parking programs.
Maintains financial models for parking operations including preparation of alternative to meet
future capital and operation needs. Recommends fees and rates.
Coordinates efforts with Public Works staff regarding street parking issues.
Recommends and administers revenue control equipment and operation policies and procedures
relating to on/off street parking operations.
Prepares recommendations on City codes, ordinances, resolutions and their amendments relating
to on/off street parking.
Serves as liaison for the City in intergovernmental relations, community groups and City staff
committees on issues related to parking programs. Responds to and resolves resident and
business inquires and complaints regarding parking issues and problems.
Represents Parking programs before the City Council, community groups and professional organizations. Makes presentations.
Interprets policy and procedures.
Supervises the work of subordinate staff.
Directs field surveys and the preparation of reports.
Manages the City's parking structures including revenue collection

Parking Operation – Experience managing parking enforcement, operations, facilities, permits, and revenue systems.
Regulatory Knowledge – Knowledge of applicable parking laws, the California Vehicle Code, and municipal regulations.

Conflict Resolution – Handles difficult situations with professionalism, diplomacy, and sound judgment.
Financial Management – Experience with budgeting, revenue analysis, financial planning, and contract administration.

Collaboration – Works effectively across departments to achieve organizational goals.

EDUCATION/EXPERIENCE

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:

BA and four years of experience in public administration. Parking programs experience preferred.
Valid drivers license

Desirable: Bilingual Communication – Spanish language skills are a plus but not required.

The Parking Services Manager classifications is a regular positions of the City’s San Rafael Mid-Management Employee Association (SRMMEA) with a competitive benefits package including:

MEDICAL | City group health coverage, with the City paying a fixed dollar amount toward the cost of the monthly insurance premium. Employee only: $998.00; Employee plus one: $1,995.00; Family: $2,520.00
DENTAL AND VISION | Premium fully paid for employee plus eligible dependents.
VACATION LEAVE | 15 days annually, increases after 5 years of service
SICK LEAVE | 12 days annually
ADMINISTRATIVE LEAVE | 10 days each calendar year, prorated if hired after the first of the year
HOLIDAYS | 12 paid City holidays plus 1 floating holiday per year
BEREAVEMENT LEAVE | Up to 5 days paid leave
END OF LIFE CARE LEAVE | Up to 80 hours paid leave
PAID PARENTAL LEAVE (if eligible) | Up to 300 hours paid leave. SRMMEA employees also contribute to State Disability Insurance (SDI)
LIFE INSURANCE & AD&D | $300,000
LONG TERM DISABILITY | 66.67% of salary, up to $7,500 per month
RETIREMENT | Enrollment in the Marin County Retirement System (MCERA) pension plan, a defined benefit retirement program
DEFERRED COMPENSATION | City will contribute one percent (1.06%) of base pay into a City-provided deferred compensation plan
GYM MEMBERSHIP REIMBURSEMENT | Up to $198 per year
BILINGUAL PAY (if eligible) | Up to $250 per month
