Position Overview
The National Environmental Policy Act (NEPA) Program Specialist provides technical, advisory, and program management support for NEPA compliance activities within the 63d Readiness Division (RD). This position serves as the NEPA Subject Matter Expert (SME) and works closely with the NEPA Program Manager to support environmental planning, document preparation and review, public involvement, records management, mitigation tracking, Geographic Information System (GIS) support, and interagency coordination to ensure compliance with applicable environmental laws, regulations, and Army policies.
Essential Functions
· Provide technical guidance on NEPA compliance requirements, environmental planning issues, and the appropriate level of NEPA analysis and documentation for proposed actions.
· Participate in planning meetings, charrettes, project development meetings, and other forums to integrate NEPA requirements into project execution.
· Monitor work orders and environmental actions in tracking systems; develop and maintain schedules for Environmental Assessments (EAs), Findings of No Significant Impact (FONSIs), Environmental Impact Statements (EISs), and other NEPA actions; and maintain a planning-level database of future projects and anticipated NEPA documentation requirements.
· Maintain NEPA program files, administrative records, and supporting documentation in electronic and hard-copy formats, including scanning, filing, archiving, distributing, posting, and backing up environmental compliance records, correspondence, emails, and related materials.
· Support all environmental data calls and reporting requirements involving NEPA program information.
· Prepare technical memoranda, reports, briefings, Environmental Performance Assessment System (EPAS) memoranda, and other environmental documentation.
· Serve as liaison among Planning, Real Property, Environmental, and other stakeholders by participating in project coordination, safety, security, work coordination, and other organizational meetings to facilitate information exchange.
· Plan and facilitate recurring NEPA coordination meetings among 63d RD organizations, including agenda development, meeting materials, minutes, and action items.
· Prepare, review, coordinate, and maintain RECs and MERs in accordance with applicable regulations, guidance, and approved formats and procedures.
· Coordinate signature routing and approval processes for RECs, MERs, FONSIs, and other environmental documentation.
· Provide project management oversight for contractor-prepared EAs and support the development, coordination, staffing, and review of in-house EAs.
· Provide project management support for EIS actions and coordinate among proponents, document preparers, and government stakeholders.
· Review draft and final NEPA documents prepared by outside entities for technical adequacy, regulatory compliance, and quality assurance.
· Prepare and coordinate FONSIs and supporting documentation.
· Prepare and coordinate environmental documentation associated with real estate actions, including Environmental Condition of Property (ECP), Findings of Suitability to Lease (FOSL), Reports of Availability Section C (ROA-C), Rights-of-Entry (ROEs), and other environmental review documents as required.
· Evaluate previous NEPA analyses and supporting assumptions to determine whether conclusions remain valid and prepare summary reports documenting findings and recommendations.
· Evaluate mitigation commitments identified in NEPA documents to determine implementation status and effectiveness.
· Maintain the NEPA Mitigation Database and prepare annual reports documenting mitigation implementation status and effectiveness.
· Support cumulative effects evaluations and follow-up monitoring activities to ensure assumptions and mitigation measures remain valid.
· Plan, coordinate, and facilitate public meetings and stakeholder engagement activities associated with NEPA actions.
· Develop public notices, presentation materials, comment cards, sign-in sheets, informational displays, formal meeting posters, and PowerPoint presentations for public meetings, environmental compliance initiatives, and EQCC meetings.
· Draft, revise, and maintain public meeting minutes, comment summaries, and administrative records associated with public involvement activities.
· Coordinate and oversee delivery of NEPA training programs through in-person, virtual, and hybrid platforms.
· Develop GIS maps and spatial data products supporting NEPA analyses and environmental planning efforts.
· Research products, services, and technologies that support environmental program objectives and assist with procurement documentation and specifications development.
· Attend Army Reserve Materials Management System (ARMRS) workshops, EQCC meetings, NEPA program meetings, conferences, and other environmental training events.
· Conduct site visits, field reviews, and project meetings throughout the 63d Readiness Division area of responsibility; prepare trip reports documenting observations, findings, and recommendations; and travel as required to support project execution, public meetings, conferences, workshops, training events, and other NEPA program activities.
Qualifications (Education and Experience)
· Bachelor’s Degree in Environmental Science, Environmental Planning, Engineering, or a related discipline from an accredited college or university
· Minimum of 8 years of experience supporting NEPA compliance programs (10 or more years preferred, but not required).
· Demonstrated experience with environmental planning, document preparation, internal and external scoping, impact analysis, alternatives analysis, cumulative effects analysis, public involvement, mitigation planning, and environmental compliance coordination.
· Experience managing or supporting EAs, EISs, FONSIs, and RECs.
· Experience coordinating with federal agencies, contractors, stakeholders, and project proponents.
· GIS experience preferred.

· Must be able to obtain and maintain Department of Army background investigation

Travel
Travel between 25% and 50% of the time may be required to support site visits, public meetings, project coordination activities, workshops, conferences, training events, and NEPA program meetings throughout the 63d RD area of responsibility and other designated locations.
Physical Demands
The 63d Readiness Division supports military training and operational activities across diverse geographic areas. Duties may require field work in remote locations and varying environmental conditions. The position may involve walking over uneven terrain, exposure to weather conditions, and travel to active military installations and training areas.

Pay: $100,000.00 - $125,000.00 per year
