Overview:

The Human Resources Specialist provides administrative and operational support to the Human Resources Manager in the daily administration of the organization's human resources functions. This position assists with recruitment and onboarding, maintains employee records, supports benefits and payroll administration, coordinates HR processes, and helps ensure compliance with federal, state, and local employment laws, including California labor regulations. The Human Resources Specialist serves as a point of contact for employees by responding to HR-related inquiries, maintaining confidential personnel information, and delivering responsive customer service. Through accurate recordkeeping and effective coordination of HR activities, this role supports the HR Manager in achieving departmental and organizational objectives.

Core Duties:

HR Administration

Facilitate new hire onboarding, orientation, and offboarding processes to ensure a positive employee experience and compliance with company policies.
Maintain accurate employee personnel files and electronic HRIS records, including employee demographics, tax forms, compensation, benefits, attendance, performance documentation, leave records, status changes, and separation information.
Process employee personnel actions including new hires, promotions, transfers, compensation changes, leaves of absence, and terminations.
Respond to employee inquiries regarding payroll, benefits, employment records, company policies, and HR procedures while maintaining strict confidentiality.
Generate employment verification documentation and provide authorized personnel information in accordance with company policy.

Benefits + Leaves Administration:

Assist with benefits administration, including employee enrollment, qualifying life events, benefits changes, reconciliations, and responding to employee benefit inquiries.
Support employee leave administration by maintaining records related to vacation, sick leave, leaves of absence, and protected leave programs in accordance with company policies and applicable laws.

Payroll + Compliance Administration:

Process payroll accurately and timely by entering and auditing payroll data, reviewing employee time records, maintaining payroll records, processing wage adjustments, coordinating payroll corrections, and assisting with payroll reconciliation.
Ensure payroll compliance with applicable federal, state, and California wage and hour laws, including overtime, meal and rest period requirements, final pay requirements, and wage statement accuracy.
May prepare, submit, and monitor state and local licensing, registration, and security permit applications as required; coordinate licensing activities with supervisors and notify management of any compliance concerns or application discrepancies.
May monitor employment practices for compliance with applicable federal, state, and local employment laws and company policies; communicate potential compliance concerns to management.
May assist with audits related to payroll, benefits, personnel files, licensing, and regulatory compliance.

Reporting and Additional Activities:

Prepare and maintain HR reports, workforce metrics, compliance reports, payroll reports, and other management / regulatory reports as requested.
May maintain training records and assist with employee compliance training, certifications, and required continuing education.
Maintain confidentiality of sensitive employee, payroll, medical, and organizational information in compliance with applicable privacy laws.
Support special HR projects, process improvements, and departmental initiatives.
Perform other related duties and administrative responsibilities as assigned.

Core:

Successfully complete all required background checks and pre-employment screenings consistent with applicable laws and company policy.
High school diploma or GED required; Associate's degree or coursework in Human Resources, Business Administration, Accounting, or related field preferred.
Minimum of two (2) years of progressively responsible experience in Human Resources, Payroll, or HR Administration, or an equivalent combination of education and experience.
Experience processing payroll using an HRIS or payroll system preferred.
Working knowledge of California employment laws, wage and hour regulations, payroll practices, and HR compliance preferred.

Skills + Competencies:

As demonstrated through experience, training, and/or testing

If required for the role, meet & continue to meet any applicable state, county & municipal licensing requirements

Experience with HRIS, payroll software, Microsoft Office Suite, and standard office technology
Demonstrated proficiency in mathematical calculations, payroll reconciliations, and data accuracy.
Strong organizational, time management, and attention-to-detail skills.

Ability to maintain confidentiality and exercise sound judgment when handling sensitive information.
Strong customer service orientation and ability to build positive working relationships at all organizational levels.
Ability to manage multiple priorities and meet recurring deadlines, particularly during payroll cycles and hiring activities.
Ability to prioritize multiple assignments and meet deadlines in a fast-paced environment.
Ability to analyze information, solve problems, and exercise sound judgment in accordance with company policies and applicable laws.
Ability to maintain confidentiality and discretion when handling sensitive employee, payroll, medical, and personnel information.
Ability to adapt to changing regulations, business processes, technology, and organizational needs.

Pay: $70,000.00 - $80,000.00 per year
