Full Job Description

Title: HR Manager
Reports to: Executive Director
Status: Full-time/Exempt
Salary: $95k-110K

Purpose:

Under the direction of the Executive Director, the Human Resources Manager is responsible for overseeing all Human Resources, Payroll, and Office Administration functions for Alegria Community Living (ACL). This position provides strategic leadership and operational oversight to ensure compliance with employment laws, organizational policies, and best HR practices while supporting the organization's mission, vision, and values. The HR Manager fosters a positive workplace culture by leading talent acquisition, employee development, performance management, payroll, benefits administration, and employee relations.

Essential Duties and Responsibilities:

Manage employee relations by providing guidance, coaching, conflict resolution, disciplinary actions, and employee separations while maintaining confidentiality and professionalism.
Oversee the annual performance management process, including performance evaluations, employee development plans, succession planning, and leadership coaching.
Administer and monitor the company's Driver Safety Program, including driver eligibility, daily reports, license expirations, suspensions, and violations.
Ensure compliance with federal, state, and local employment laws and regulations, as well as company policies and procedures.
Administer employee benefits programs by coordinating with insurance brokers and vendors, managing enrollments, resolving employee benefit issues, and maintaining accurate benefit records.
Oversee all payroll functions, ensuring accurate and timely payroll processing and compliance with payroll regulations.
Coordinate with insurance brokers to maintain appropriate organizational insurance coverage and organized insurance documentation.
Develop, maintain, and update job descriptions, employee handbook policies, and HR procedures.
Support the Executive Director and Board of Directors by preparing HR-related information and assisting with Board meetings as needed.
Supervise, mentor, and evaluate up to three (3) employees within the Human Resources, Payroll, and Office Administration departments.
Promote employee engagement, professional development, and a positive organizational culture.
Perform additional duties and special projects as assigned by the Executive Director.

Knowledge, Skills, and Abilities:

Comprehensive knowledge of Human Resources principles, employment law, payroll processing, and benefits administration.
Strong leadership and supervisory skills with the ability to coach and develop staff.
Ability to maintain confidentiality and exercise sound judgment.
Excellent organizational and time management skills with the ability to prioritize multiple responsibilities.
Strong attention to detail and commitment to accuracy.
Ability to build positive working relationships across all levels of the organization.
Proficiency in HR systems, payroll software, and Microsoft Office applications.

Minimum Qualifications:

Bachelor of Arts or Science Degree
Excellent typing/computer skills required (Word, Excel, PowerPoint)
Knowledge of human resources regulations
Knowledge of payroll regulations
Five years' work force and three years of HR and payroll experience
3 years supervisory experience required
Familiar with homes working with people with developmental disabilities and complex behavioral needs

California Driver's license, automobile, clean driving record
DOJ/CCL fingerprint clearance
