Brief Summary of Job Duties: Under the general direction of the Vice Chancellor and Chief Financial Officer, the Associate Vice Chancellor of Budget and Planning provides campus-wide leadership and strategic planning in the areas of budget, finance, enrollment, capital planning, and management of the campus operating and capital budgets. The Associate Vice Chancellor is responsible for the close integration and supervision of Budget, Capital & Physical Planning, and Institutional Research, Planning & Assessment. The Associate Vice Chancellor is a key resource for campus principal officers and their operational/budget leads. The Associate Vice Chancellor provides support, analysis, guidance, and recommendations to the Chancellor, Provost /Executive Vice Chancellor and the Chief Financial Officer/Vice Chancellor, Finance and Resource Management. The Associate Vice Chancellor cultivates active, collaborative relationships with the UC Office of the President units as well as peer offices at other UC campuses and the Santa Barbara campus at large.
Required Qualifications:
Bachelor's degree or equivalent combination of education and experience.
10+ years’ experience in financial field.
10+ years’ experience in higher education budget or finance environment; strong preference for University of California experience.
Experience in aligning resources with goals in environments of competitive demands for limited resources.
Experience understanding, establishing, implementing, and maintaining information to influence senior managers and professional staff in their decision-making or to support all operations of a large enterprise.
Experience working with others to establish policies, programs, and procedures and to arrive jointly at solutions to complex challenges.

Job Functions and Percentages of Time:
25% Leadership and Management - Provide leadership, management, and professional development for the Office of Budget and Planning, Capital & Physical Planning, Institutional Research, and Planning & Analysis. Manage a team of professional and managerial staff and their direct reports who are responsible for the management of campus resources (including assessment and analysis of the use of these resources), for academic, budgetary, capital, and enrollment planning. Ensure ongoing training and professional development of all staff, enabling them to provide robust analysis, use best-practice tools, and empowering them to increase analytical independence and insight. Act on behalf of the Chief Financial Officer, Finance and Resource Management, during absences as required for areas of responsibility. Maintain oversight and control of campus operating and capital budgets and academic and capital planning.
25% Resource Management - Responsible for the campus resource allocation and re-allocation frameworks, including an annual budget process and ongoing adjustments and decisions on budget and capital throughout the year. Support the Chief Financial Officer, Finance and Resource Management, and Chancellor in the development, conduct, and ongoing outcomes assessment of the campus resource process. Develop comprehensive financing packages for the campus, working in conjunction with the UC Office of the President's Chief Financial Officer units. Provide planning, analysis, and forecasting of budget and financial scenarios, including enrollment, faculty FTE, operating budget, capital, cash flow, and other relevant areas, incorporating external factors and policy changes as needed. This position partners closely with Business & Financial Services on relevant accounting matters for the campus community.
25% Planning, Analysis, Forecasting, and Assessment - Direct and integrate short- and long-range fiscal planning, incorporating the Strategic Academic Plan, the Long Range Enrollment Plan, the Long Range Development Plan, the Capital Financial Plan, and projected revenues from all potential funding sources for the University. Oversee and conduct complex analyses over a wide range of resource issues (e.g., academic resources, faculty recruitment, central resources, campus investments, debt/external financing, salary and benefits costs, etc.). Identify current and future issues, policies, processes, or procedures that require analysis and resolution, and create solutions. Oversee development of tools to support decision-making based on budget, financial, and other administrative systems.
15% Principal Support Officer - Support the Chief Financial Officer, Finance and Resource Management, in preparing materials (presentations, background material, analyses and projections) for the Chancellor and senior officers. Provide consultative advice and recommendations to the Chancellor and the Chief Financial Officer, on policies, studies, and resource management, and execute such activities. Organize information to inform campus leaders of budget, enrollment, and financial status, trends, forecasts, and performance with clarity and multiple means of communication.
10% Communications - Create and communicate a persuasive and complete ongoing narrative about the fiscal health of the campus and options for addressing concerns. Respond to requests for information from Academic Senate Committees, Public Information Office, Chancellor-appointed Budget Committees, and campus entities. Actively communicate and partner with senior officers and peers across campus, at other campuses, and at the Office of the President. Communicate with the Chancellor and the Chief Financial Officer, regarding budgetary, policy, and all relevant matters. Provide advice and assistance. Support strong working relationships with various UC Office of the President offices, especially Budget Analysis and Planning, Capital Asset Strategies & Finance, Financial Accounting, and Institutional Research and Academic Planning, as well as peers at other UC campuses and Santa Barbara campus units. Serve on appropriate campus and UC Office of the President committees, task forces, and work groups regarding a variety of resource, budget, enrollment, financial, and other issues.
