Full Job Description

A well-established, medium-sized company located in Los Angeles is seeking an experienced and highly motivated Payroll Manager to lead and oversee its payroll department. This role is responsible for managing a team of seven payroll professionals and ensuring the accurate, timely, and compliant processing of payroll for more than 7,000 employees on a semi-monthly basis.

The ideal candidate is a hands-on leader who combines strong payroll expertise with excellent people-management, communication, and organizational skills. The Payroll Manager will serve as a key partner to Human Resources, Accounting, senior leadership, auditors, and external payroll providers.

Key Responsibilities

Lead, manage, and develop a team of seven employees within the Payroll Department, establishing clear expectations, priorities, and performance standards.
Oversee the accurate and timely processing and distribution of semi-monthly payroll for more than 7,000 employees.
Provide leadership, coaching, mentoring, and ongoing development to payroll clerks and assistants.
Establish and maintain effective payroll processes, procedures, and internal controls to ensure accuracy, efficiency, and compliance.
Oversee payroll transactions, including salaries, benefits, garnishments, deductions, taxes, and third-party payments.
Coordinate and maintain timekeeping and payroll systems to ensure accurate employee compensation.
Manage payroll changes, including new hires, terminations, salary adjustments, organizational changes, and system upgrades.
Ensure compliance with applicable federal, state, and local payroll, wage-and-hour, and tax regulations, with particular emphasis on California requirements.
Maintain current knowledge of applicable payroll laws, regulations, and industry best practices.
Collaborate closely with Human Resources and Accounting to ensure accurate and consistent payroll administration.
Coordinate with payroll providers, auditors, tax agencies, and other external professionals as needed.
Liaise with auditors and oversee payroll tax audits, providing accurate documentation and timely responses.
Develop and coordinate training for payroll team members and end users on payroll and timekeeping systems and processes.
Identify opportunities to improve payroll processes, systems, controls, and overall departmental efficiency.
Maintain accurate payroll records and prepare management and departmental reports.
Develop customized payroll reports and analyses as requested by various departments and senior management.
Resolve payroll issues promptly and professionally while providing excellent internal customer service.
Respond to employee and management inquiries regarding payroll, deductions, taxes, timekeeping, and related matters.
Ensure payroll deadlines and department service-level expectations are consistently met.
Promote a culture of accountability, collaboration, professionalism, confidentiality, and continuous improvement within the Payroll Department.
Perform other duties and functions as assigned by the Controller and/or CFO.

Qualifications & Skills

Bachelor's degree in Accounting, Business Administration, Finance, Human Resources, or a related field.
Minimum of five (5) years of progressive payroll management or supervisory experience, preferably overseeing a large, multi-employee payroll operation.
Demonstrated experience leading, supervising, coaching, and developing a payroll team.
Professional payroll certification such as Certified Payroll Professional (CPP) or Certified Payroll Manager (CPM) is a plus.
Strong, current knowledge of payroll procedures, regulations, and best practices.
Excellent knowledge of California payroll, wage-and-hour requirements, and payroll taxes.
Advanced proficiency with Microsoft Excel and strong working knowledge of Microsoft Office.
Experience with ADP payroll systems and E-Time or comparable payroll and timekeeping platforms is preferred.
Strong analytical and problem-solving skills, with excellent attention to detail and accuracy.
Excellent written and verbal communication skills, with the ability to communicate effectively with employees at all levels, from hourly employees to executive leadership.
Strong organizational, planning, prioritization, and time-management skills.
Proven ability to manage competing priorities and meet strict payroll deadlines.
Strong interpersonal and leadership skills with the ability to build trust, motivate a team, and hold team members accountable.
Excellent judgment and discretion when handling sensitive employee, payroll, financial, and confidential information.
Demonstrated commitment to professionalism, integrity, confidentiality, and exceptional internal customer service.
