THE SCHOOL BOARD OF MANATEE COUNTY

Local Title: MANAGER, SCHOOL PLANNING AND CONCURRENCY

State Title: Facilities Planner

JOB DESCRIPTION

JOB GOAL:

To perform planning reviews, manage a school concurrency system, implement the Interlocal Agreement for Public School Facilities Planning, and provide assistance on school planning functions.

QUALIFICATIONS:

Bachelor's Degree in building construction, planning, education, business, management, or related areas from an accredited educational institution.
Minimum of five (5) years of successful experience in school capital operations, planning, construction, data management, or related field required.
Possess a valid State of Florida Driver's License.
Any combination of experience, education and training which demonstrates the ability to perform the duties of the position may be substituted for qualifications.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of Florida Statues and State Board of Education rules governing school planning and construction. Knowledge of state and local Capital Outlay funding sources. Knowledge of operations and activities of the school system. Knowledge of the budgeting process within the system. Strong knowledge of Excel, Word and Department of Education database systems. Ability to manage multiple projects and resolve conflicts. Ability to organize and prioritize activities. Ability to represent data to management, and others after it is compiled. Ability to speak before groups, conduct meetings efficiently, conduct training and prepare written correspondence, reports and other materials. Ability to establish and maintain good working relationship with governmental agencies. Ability to maintain customized Excel database tracking growth in Manatee County.

Executive Planner, Department of Construction Services

SUPERVISES:

N/A

PERFORMANCE RESPONSIBILITIES:

Coordinate and implement all process and procedures required by the Interlocal Agreement for Public School Facilities Planning.
Coordinate with local governments to establish short- and long-term goals, objectives and policies in local government comprehensive plans.
Prepare school capacity program and coordinate with local governments for inclusion in local government comprehensive plans.
Manage school concurrency system by tracking development application approval and coordinate with local governments on development impacts.
Analyze and report on development applications for impacts including projected students, compatibility, attendance zones, sidewalk needs, bus stops and hazardous walking conditions.
Assist in the development, recommendation, and implementation of long-range facilities planning of the School Board of Manatee County.
Provide options and alternatives for consideration of the administration and/or long-range facilities planning.
Assist with obtaining and reviewing due diligence related to land acquisition.
Assist in the development of school plant surveys.
Assist in maintaining the Florida Inventory of School Houses database.
Serve as a liaison between planning functions and construction department projects.
Serve as a School Board liaison with all LPA's (Local Planning Agencies).
Serve as a liaison with the Florida Department of Education for assigned areas of responsibility.
Establish and maintains effective working relationships with local, state, and federal agencies, and works with local governmental agencies to share demographic data
Resolve conflicts at the appropriate organizational level.
Develop Board materials and make presentations.
Assist construction department representatives with planning of school projects as required.
Coordinate the assessment of school related development exactions-assessing monetary contributions and land dedications.
Assist Executive Planner with planning workloads, workflow, deadlines, work objectives and time utilization.
Perform related work as required and directed by the Executive Planner and Director, Construction Services.
Represent the School Board on applicable governmental committees.
Assist in identifying future school sites.
Assist with the development of long-range Capital Outlay Plan.
Respond to inquiries and concerns in a timely manner.
Keep supervisor informed of potential problems or unusual events.
Maintain a network of peer contacts through professional organizations.
Represent the district in a positive and professional manner.
Maintain expertise in assigned areas to fulfill project goals and objectives.
Promote and support professional growth for self and others.
Provide oversight and direction for cooperative planning with other agencies.
Keep informed and disseminate information about current research, trends and best practices in areas of responsibility.
Exercise proactive leadership in promoting the vision and mission of the district.
Attend training sessions, conferences and workshops to keep abreast of current practices, programs and legal issues.
Prepare or oversee the preparation of all required reports and maintain all appropriate records.
Demonstrate initiative in identifying potential problems or opportunities for improvement and take appropriate action.
Use appropriate styles and methods to motivate, gain commitment and facilitate task accomplishment.
Perform other tasks consistent with the goals and objectives of this position.

PHYSICAL REQUIREMENTS:

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.

TERMS OF EMPLOYMENT:

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be those established by the District.

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
