SENIOR MANAGEMENT
JOB DESCRIPTION
JOB GOAL:
To build, amend, monitor and report the District’s revenue and expense budgets in order to provide the administration with timely, accurate fiscal information for the effective management of the financial resources of the school district. To assist in supervising, directing, planning and organizing the overall financial accounting and budgeting operations of the district.
QUALIFICATIONS:
- Bachelor’s Degree in Accounting, Finance, or Business Administration from an accredited educational institution.
- Minimum of eight (8) years of successful experience in financial management at a supervisory level. Florida school financial management experience preferred.
- Certified Public Accounting License preferred.
- Alternative qualifications to the above deemed appropriate by the Superintendent.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups, employees, and the general public. High degree of mathematical ability required for understanding of school funding formulas, state tax laws and public school budgeting processes. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to establish and maintain effective working relationships with staff and the school community. Ability to communicate clearly and concisely both in oral and written form. Thorough knowledge of State Board of Education rules and Florida Statutes as they pertain to school finance.

PERFORMANCE RESPONSIBILITIES:
- Develop and recommend school and department budget guidelines to the Superintendent. Establish and coordinate timeline for budget preparation, budget amendments, and FTE reports.
- Prepare the annual school district revenue and expense budgets in accordance with district guideline policies and state law; prepare supporting documents and present budget to the school board and the public during the required public hearing. Provide assistance to charter schools in budget preparation, FTE reporting, correct preparation of monthly invoices, and budget monitoring.
- Maximize available revenue through the accurate projection and reporting of FTE.
- Implement policies and procedures relating to fiscal management.
- Develop, document and implement budget and FTE procedures.
- Review all board agenda items for financial impacts. Prepare financial impact report to determine whether the items are contained in the applicable budget or require a recommendation to the school board for additional appropriations.
- Develop and maintain annual and long range capital projection plans including construction, renovation, maintenance and fixed assets and make recommendations regarding financing for various capital projects.
- Assist in the administration and supervision of financial and budgeting operations, development of the budget, and presentations to the School Board and administrators.
- Develop internal control policies and procedures and ensure that the controls are properly followed.
- Maintain knowledge of such requirements as labor contracts, accounting standards, audit findings, budget changes, and federal and state reporting requirements.
- Keep supervisor informed of potential problems or unusual events.
- Keep informed and disseminate information about current research, trends and best practices in areas of responsibility.
- Establish and coordinate due dates for preparing budgets, budget amendments and FTE reports.
- Coordinate workshops with school and county personnel regarding budgeting and FTE procedures.
- Review Florida statutes and legislative proposals; coordinate the preparation of financial impact statements based upon applicable changes.
- Provide the treasurer’s office and accounting department with FTE and other program cost information. Exercise budgetary control to protect district assets.
- Ensure funding and expenditures for exceptional student education (ESE) reflects services and resources provided to this student population by utilizing accurate, detailed reporting methods that meet doe requirements.
- Meet with parents and other community members representing the ESE student population, as necessary, to demonstrate that funding for this program is being utilized to directly benefit the ESE students and their special needs.
- Prepare special categorical reports required by the State Department of Education.
- Oversee, develop and maintain the position control process.
- Maintain departmental effectiveness through active management and leadership.
- Assist with the planning and reviewing of projects in various stages of development, including preparation of RFP’s, selection and implementation of financial management systems, etc. Work with grant coordinators to establish, monitor and close grants.
- Perform and promote all activities in compliance with equal employment and non- discrimination policies of the school board of Manatee County.
- Participate successfully in the training programs offered to increase the individual’s skill and proficiency related to the assignments.
- Review current developments, literature and technical sources of information related to job responsibility.
- Provide leadership and direction for assigned area of responsibility.
- Lead and drive a culture of budget ownership and align the budget with the strategic plan.
- Encourage a strong collaboration among the district’s units and departments and develop an efficient service culture and climate.
- Ensure adherence to good safety procedures. Follow federal and state laws, as well as school board policies.
- Perform other duties and special projects as assigned by the Chief Financial Officer or designee.
PHYSICAL REQUIREMENTS:
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.
TERMS OF EMPLOYMENT:
Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be those established by the District.
EVALUATION:
Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
