Full Job Description

CONSTRUCTION PROGRAM MANAGER - Southeast Division - FEDERAL EXPERIENCE REQUIRED

Vanguard Pacific is a well-established and growing federal construction company specializing in government construction projects, primarily for the Department of Defense, seeking a highly experienced Construction Program Manager to oversee federal construction projects primarily located throughout the Southeast United States.

The ideal candidate will have significant experience in the federal construction industry, strong program and project management skills, and the ability to manage multiple projects, teams, subcontractors, and client relationships at the same time. This position requires excellent organization, communication, scheduling, estimating, and leadership skills, along with the ability to work closely with customers, subcontractors, teaming partners, and senior management.

This role is best suited for someone who is highly accountable, proactive, detail-oriented, and comfortable managing federal firm-fixed-price construction contracts from preconstruction through closeout.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Construction Program Manager will be responsible for the overall management of multiple federal construction contracts and will be expected to:

Serve as the overall Program Manager for federal firm-fixed-price construction contracts.
Simultaneously manage multiple construction projects, typically 5–10 projects at a time, on different federal installations.
Manage projects ranging in value from approximately $500K to $10M.
Lead and coordinate Design-Build, Design-Bid-Build, and IDIQ-type task order projects.
Develop, maintain, and manage project schedules using Microsoft Project; Primavera P6 experience is strongly preferred.
Estimate construction projects using both (a) Quantity take-offs from plans and specifications; and (b) Pricing and quotes from potential subcontractors and vendors.
Review scopes of work, plans, specifications, and subcontractor proposals for accuracy and completeness.
Understand and manage the federal construction submittal process, including development and maintenance of submittal registers.
Manage A&E firms and design teams to ensure the design meets contract requirements without unnecessary overbuilding or scope expansion.
Compare contract requirements against proposed design solutions and identify discrepancies, risks, or unnecessary cost impacts.
Remotely manage on-site Superintendents, Site Safety and Health Officers, Quality Control Managers, and subcontractor teams.
Engage and coordinate with internal team members, including executive leadership, administrative staff, accounting, and project support personnel.
Communicate clearly and frequently with government customers, contracting personnel, subcontractors, vendors, and internal leadership.
Build and maintain productive, lasting, and collaborative relationships with subcontractors, teaming partners, and customers.
Evaluate project performance against budget, schedule, and contract requirements.
Oversee monthly progress billing for each project, with a focus on billing ahead of cost and ensuring timely client payment.
Review and approve vendor and subcontractor invoices.
Assist with resolving field issues, subcontractor disputes, complaints, and project-related challenges.
Maintain strong documentation and communication practices to protect the company’s contractual position.
Support project closeout, including punch list completion, as-builts, warranties, O&M manuals, final billing, and required federal closeout documentation.

REQUIRED QUALIFICATIONS

Minimum 10 years of federal government construction project management experience.
Experience managing DoD construction projects is strongly preferred.
Experience with Design-Build, Design-Bid-Build, and IDIQ-type contracts.
Proven ability to manage multiple construction projects in different locations at the same time.
Strong understanding of federal construction contract requirements, schedules, submittals, quality control, safety, progress billing, and project closeout.
Ability to read and interpret plans, specifications, contract documents, schedules, and subcontractor proposals.
Strong estimating ability, including quantity take-offs and subcontractor/vendor quote analysis.
Excellent written and verbal communication skills.
Strong customer relationship skills and ability to communicate professionally with government clients and senior-level management.
Exceptional organizational skills and attention to detail.
Familiarity with USACE EM 385-1-1 is required.

EDUCATION

Bachelor’s degree in Construction Management, Engineering, or a related field from a four-year college or technical school is preferred.
Equivalent federal construction project management experience may be considered in lieu of degree.

REQUIRED SOFTWARE EXPERIENCE

Candidates must have a minimum of 10 years of experience using the following software programs:

Microsoft Excel
Microsoft Word
Microsoft Project
Adobe
Microsoft Outlook

Experience with Primavera P6 is strongly preferred.

PREFERRED CERTIFICATIONS

The following certifications are preferred:

Project Management Professional, PMP
USACE Construction Quality Management for Contractors, CQM-C
OSHA 30

Please note that candidates will be tested in the areas of construction estimating and scheduling prior to any offer of employment.
