Summary
The OPERATIONS & FACILITIES MANAGER is responsible for providing leadership, coordination, and day-to-day oversight of the Port’s maintenance and marina operations staff. This position manages the maintenance and repair of Port structures, docks, utilities, parks, grounds, equipment, and public spaces, and supports marina operations, customer service, fuel dock activities, vessel arrivals, and events.
As a working manager, this role organizes daily, weekly, seasonal, and preventative maintenance work; promotes safe and efficient work practices; mentors and develops staff; tracks maintenance costs; and works closely with Port leadership on asset management, capital maintenance planning, operational improvements, and long-term facility needs.
Essential Responsibilities
· Provide leadership, direction, mentorship, and performance oversight to maintenance and operations staff; promote accountability, teamwork, productivity, and a positive workplace culture.
· Organize, prioritize, and assign daily, weekly, seasonal, and preventative maintenance tasks; develop work schedules and staffing plans to ensure efficient operations, quality customer service, and effective use of resources.
· Lead the safe and efficient operation and maintenance of Port facilities, including docks, marina grounds, parks, public restrooms, utilities, buildings, the marina office, fuel dock, and other public spaces.
· Oversee facility upkeep, repairs, landscaping, janitorial services, dock cleaning, park garbage collection, dock repairs, utility testing, outlet replacement, and related maintenance activities.
· Coordinate preventative maintenance programs, inspections, safety compliance efforts, and facility condition assessments; identify repair and replacement needs and recommend corrective actions.
· Work closely with the Director of Operations & Real Estate to support the Asset Management Plan, Capital Maintenance Plan, capital improvement projects, long-range maintenance strategies, and contractor coordination.
· Track maintenance expenditures, labor, equipment, inventory, and material usage; identify opportunities for fiscal savings, operational efficiencies, and improved asset performance.
· Support daily marina operations, including fuel dock activities, vessel arrivals, docking assistance, customer service, vessel inspections, and coordination with administrative staff regarding moorage and vessel movements.
· Serve as a visible Port representative by greeting customers, assisting tenants and visitors, responding to inquiries, and helping maintain a positive customer experience throughout Port facilities.
· As the Port’s Safety Officer; lead monthly safety meetings and staff training programs; ensure employees are trained in safety procedures, equipment operation, regulatory compliance, and emergency response protocols.
· Prepare and maintain work orders, inspection reports, maintenance records, safety documentation, cost estimates, and other operational records.
· Monitor work performed by Port personnel and contractors to ensure quality workmanship, productivity, safety, and compliance with Port standards.
· Support Port-sponsored events and community activities through facility preparation, groundskeeping, operational coordination, setup, and cleanup activities.
· Participate in the selection, onboarding, training, coaching, and development of assigned personnel.
· Perform other duties as assigned.
Education and Experience
· Five or more years of progressively responsible experience in any of the following: facilities maintenance, marina operations, public works, maritime facilities, or a related environment preferred.
· Supervisory, lead worker, or team coordination experience required; experience organizing daily work assignments and coaching field staff preferred.
· Associate’s degree, trade school certification, military experience or applicable technical training, or an equivalent combination of education and experience preferred.
· Knowledge of facilities, equipment, grounds maintenance, dock systems, public spaces, marina and marine-related facilities preferred.
· Working knowledge of carpentry, electrical, plumbing, construction, fabrication, HVAC, fueling systems, small equipment, vehicles, and basic mechanical systems preferred.
· Experience with procurement, project management, work orders, preventative maintenance planning, cost tracking, inspection records, safety documentation, and Microsoft Office or similar software preferred.
· Ability to obtain and maintain required fuel dock, safety, CPR/First Aid, OSHA, HAZMAT, or other certifications assigned by the Port.
· Possession of a valid Washington State Driver’s License with an acceptable driving record required

Additional Requirements
This role requires both a background check and a credit check both initially and periodically.
The Port offers office and outdoor work environments. This role works in both office and outdoor environment year-round and in all weather conditions (rain, snow, and extreme heat or cold). This role works on docks, waterfronts and moorage facilities and on surfaces that may be unbalanced, slippery, moving, inclined and at varying heights above deep water.
This role will be required to sit, stand, walk, reach, bend, kneel, climb, drive, lift and/or move up to 100 pounds throughout the workday. This role will also require seeing up close, at a distance and in color, peripheral vision and depth perception and hear warnings and other audible indications of dangerous conditions.
The function of this role works primarily during the day, but the schedule will not always fit into a regular forty (40) hour schedule and may vary between high boating season (April through October) and the rest of the year. This position must be readily available for urgent situations in off-hours, and on call 24/7.
This role must have fire and environmental safety knowledge. This position must participate in Crisis Management trainings. This role should be familiar with emergency procedures for the Port facilities and offices to address boat sinking, fuel spills, accidents, fire and/or thefts.
This role must operate a variety of tools and equipment, vehicles and boats required for Marina operations competently and safely. This role uses appropriate safety gear, as needed.
