Full Job Description

Our team is seeking a Controller / Finance & Operations Manager to serve as the financial and administrative backbone of the company. This is a hands-on, cross-functional role that owns the full accounting cycle while also managing human resources, IT and facilities, risk, and regulatory compliance. The ideal candidate is detail-oriented, trustworthy, and comfortable operating independently in a fast-paced construction environment. Experience supporting government and federally funded construction contracts is strongly preferred, as this role safeguards the compliance and financial controls that keep the company eligible to bid and perform on public work.

Key ResponsibilitiesAccounting, Reporting & Bookkeeping

Bookkeeping: Maintain accurate books and records, including the general ledger, chart of accounts, and job-cost tracking by project.
Reporting: Prepare timely monthly, quarterly, and year-end financial statements and management reports (P&L, balance sheet, cash flow, and work-in-progress/WIP schedules).
Quarterly Accountant Sync: Lead the quarterly financial sync with the company’s outside accountant/CPA, preparing schedules, reconciliations, and documentation needed for reviews, tax filings, and year-end close.
Reconciliation & Close: Own bank and credit-card reconciliations, month-end close, and maintenance of internal financial controls.

Accounts Receivable & Accounts Payable

AR: Manage the full AR cycle: progress billings, pay applications (AIA-style), invoicing, collections, and lien-waiver tracking.
AP: Manage the full AP cycle: vendor and subcontractor invoices, approvals, payments, subcontractor compliance documentation, and 1099 processing.
Cash Flow: Monitor cash flow, aging reports, and retention balances to keep projects funded and vendors paid on schedule.

Human Resources

Payroll & Benefits: Administer payroll (including prevailing-wage / certified payroll where applicable), benefits enrollment, PTO, and employee records.
Employee Lifecycle: Support hiring, onboarding, and offboarding, and maintain compliant personnel files (I-9, W-4, EEO, and related documentation).
Policy & Compliance: Maintain and communicate HR policies and help keep the company aligned with federal, state, and local employment law.

IT & Facilities

IT: Serve as the point of contact for IT vendors and manage company hardware, software licenses, accounts, and data backups.
Facilities: Oversee the office and facilities, including supplies, equipment, leases, utilities, and vendor relationships.

Risk Management

Insurance: Manage the company’s insurance program (general liability, workers’ compensation, auto, builder’s risk, umbrella) and coordinate annual renewals and audits.
COIs & Bonding: Track certificates of insurance (COIs) from subcontractors and vendors, and support surety/bonding relationships and requirements.
Controls: Identify operational and financial risks and help implement controls, safety documentation, and claims management.

Compliance

Licensing & Registrations: Maintain business licenses, contractor registrations, and good standing with regulatory bodies.
Government Contracting: Support government contract compliance, including SAM.gov registration, certified/prevailing-wage (Davis-Bacon) reporting, and audit readiness (e.g., DCAA-type documentation).
Recordkeeping: Keep records organized and audit-ready, and ensure filings and reporting deadlines are met.

Required Qualifications

Bachelor’s degree in Accounting, Finance, Business Administration, or equivalent experience.
5+ years of progressive accounting/bookkeeping experience, including full-cycle AR/AP and financial reporting.
Proficiency with accounting software (QuickBooks, Sage 100 or comparable) and strong Microsoft Excel skills.
Demonstrated ability to handle confidential financial and personnel information with discretion.
Strong organizational skills and the ability to manage multiple functions and deadlines independently.

Preferred Qualifications

Experience in the construction industry, including job costing and WIP reporting.
Familiarity with government/federal construction contracts, certified payroll, prevailing wage (Davis-Bacon), and SAM.gov.
Experience administering payroll, benefits, and basic HR functions.
Exposure to insurance, bonding/surety, and risk management in a contracting environment.
