The City of Simi Valley, Home of the Ronald Reagan Presidential Library, was incorporated in 1969. It is a General Law City with a Council/Manager form of government. Simi Valley encompasses an area of 41.7 square miles and is located in the southeast portion of Ventura County. The current estimated population is 126,414, yet Simi Valley maintains a unique balance of open space and City amenities.

Outdoor Recreation

Description

The City of Simi Valley, with over 500 employees, is looking for an experienced Senior Human Resources Analyst with a strong foundation in Employee Relations to join our HR team.

If you excel at navigating complex workplace issues, advising leadership, and building effective partnerships, this is your opportunity to make a meaningful impact!

This management position is a member of the HR leadership team and reports to the head of Human Resources for the City, and leads two team members. This position will be available on October 5, 2026.

Position Details:

Salary Range: $109,888.00 to $134,412.00 + Excellent Benefits

Generally, salary placement is at the beginning of the salary range.
Advanced placement may be granted depending on related education and experience.

Status: Full‑time, Regular

Schedule: 9/80 work schedule with alternating Fridays off is available

Minimum Qualifications:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in human resources, public administration, business administration, organizational development, or a related field.

Experience:

Four years of increasingly responsible human resource management experience, including two years of supervisory experience, preferably in the public sector.
Experience working with an Enterprise Resource Planning (ERP) System or HRIS System is highly desirable.

Job Description:

Senior Human Resources Analyst

Ideal Candidate:

The ideal candidate for the Senior Human Resources Analyst (Employee Relations) role is a seasoned HR professional who brings sound judgment, diplomacy, and deep technical expertise to complex workplace matters. The City is seeking someone who:

Leads employee relations with confidence — skilled in resolving sensitive issues, conducting thorough investigations, and guiding departments through performance, conduct, and workplace concerns.
Possesses strong knowledge of labor and employment law — ability to interpret MOUs, apply policies consistently, and ensure compliance with federal, state, and local regulations.
Excels in conflict resolution — brings a calm, objective, and solutions‑oriented approach to difficult conversations and high‑stakes situations.
Supports labor negotiations — experienced in preparing costing, analyzing proposals, and serves as a member of the negotiations team.
Communicates with clarity and tact — ability to deliver difficult messages professionally and translate complex HR concepts into practical guidance.
Conducts classification and compensation analysis — experience evaluating job duties, preparing recommendations, and presenting findings to leadership.
Brings strong analytical and investigative skills — adept at gathering facts, assessing risk, and documenting findings with precision.
Thrives in a fast‑paced, high‑responsibility environment — manages multiple priorities, meets deadlines, and adapts quickly to changing needs.
Has ERP/HRIS system expertise — ideally with Tyler ERP or similar systems, including troubleshooting, configuration, and end‑user support.
Models professionalism and integrity — maintains confidentiality, exercises sound judgment, and upholds the City’s values in every interaction.
Delivers engaging training – experience creating easy to understand training sessions that make complex HR topics clear and immediately useful for employees and supervisors.
