Summary: Under the supervision of the Utilities Engineer 3, the Utilities Engineer Intern 1 position will prepare plans, specifications, cost estimates, calculations and regulatory permit documents necessary for the design, construction and operation of Parish-owned water and sewer systems. Utilities Engineer Intern 1 will assist the Utilities Engineer 3 with administration and management of construction, engineering and other professional service contracts. This position will conduct reviews of engineered plans for projects under the supervision of an assigned P.E. on staff

Prepare plans, specifications and cost estimates for water and sewer projects under the supervision of an assigned P.E. on staff.

Perform engineering analysis and calculations for design and evaluation of water and sewer systems.

Conduct site assessments to gather information for design and/or evaluation water and sewer projects and systems.

Assist Department of Utilities Operations team by evaluating water and sewer system issues and provide guidance on potential solutions to resolve the issue.

Prepare regulatory permit applications and documents for water and/or sewer projects.

Assist with regulatory agency coordination on water and sewer projects.

Conduct periodic site inspections of water and sewer projects.

Prepare reports including inspection logs/reports, technical reports, briefings/presentations, etc.

Assist with the administration and management of construction, engineering and other professional service contracts.

Coordinate with internal departments and outside agencies regarding construction, relocation and operation of Parish-owned water and sewer systems.

Review plans, specifications and other technical documents submitted by engineering consultants, contractors, developers and other outside entities.

Assist with updating and maintaining Department of Utilities standard drawings and technical specifications.
- Communicate with general public, elected officials, and regulatory agencies.

Competencies: Employee be able to use basic office equipment, including computers, wide format plotters and scanners to perform the job duties stated above. Properly use GPS equipment, measuring devices and any other specialty equipment needed for the position. Familiar with and properly use CAD and GIS software to create drawings and maps. Ability to create, update and analyze water and sewer systems using hydraulic modeling software such as Bentley WaterGEMS, Bentley SewerGEMS, PipeFlo, EPANET or other related software. Must have strong technical writing skills, with the ability to communicate effectively through written documents and communications. May directly interact with the public at times, so the candidate must be professional and have excellent interpersonal skills.
Work Environment: The incumbent works in a typical office environment but will also work outside, which may include swampy and wet conditions and uneven surfaces. The incumbent may be exposed to wildlife and bugs in the environment. This position works with Utilities Operations including water and sewer facilities which includes potential exposure to raw wastewater and chemicals.
Physical Demands: Medium work. Medium work involves lifting no more than 50 pounds at a time with frequent lifting, lowering, pulling, pushing and carrying of objects weighing up to 25 pounds. If someone can do medium work, we determine that he or she can also do sedentary and light work. Must be able to bend, stoop, kneel and climb in order to complete various job duties. Must be able to stand, sit and walk for extended periods, sometimes on uneven or rough terrain in various weather conditions.
Required Education/Qualifications: Applicant must possess a Bachelor of Science degree in Civil, Electrical, Environmental and/or Mechanical Engineering from an ABET accredited engineering program. Shall possess a current Engineer Intern (EI) license issued by the State of Louisiana. One to three years of relevant experience designing, permitting, constructing and/or managing sewer and water infrastructure projects is preferred. Position requires a valid Driver’s License.
POSITION MEETING REQUIREMENTS: The incumbent may be required to attend Parish meetings before, during and after business hours.
