ESSENTIAL DUTIES AND RESPONSIBILITIES:

Maintain accurate records of the City of South Bend's water distribution system assets, including updating and revising distribution maps in electronic, paper, GIS, and asset management systems (CityWorks).

Assist the Manager of Water Loss & Cross Connection with current and future projects related to water distribution system operations and asset management.
-
Respond to inquiries and prepare correspondence for title companies, realtors, contractors, and the public regarding water and sewer service connections.
-
Coordinate with fire protection firms, contractors and utility personnel to witness and document water main pressure test, hydrant flow tests, and related field activities.
-
Perform field investigations to locate, measure, verify and document water distribution assets; hand draw and update paper maps, records, and supporting documentation as needed.

Issue water service line disconnection permits and maintain associated records.

Issue hydrant usage permits. Coordinate with the Backflow Division account for water loss.

Process water tap work orders including collecting associated fees and supporting documents. Coordinate scheduling activities with managers of Construction & Maintenance and Meter Services

Utilize and maintain information within various software applications, databases, spreadsheets, mapping systems, and asset management programs.

Assist with initiating, processing and tracking Indiana 811 locate requests and submitting traffic control and excavation permits as required.

Assist with maintaining service line material inventories, records, and related documentation.

Interact professionally and effectively with customers, contractors, coworkers, government agencies, and the public, exercising tact, diplomacy and sound judgment.

Manage multiple assignments, prioritize workload, make informed decisions, and work effectively both independently with minimal supervision and collaboratively as an engaged member of a team.

Comply with all applicable safety policies, procedures and regulations while promoting a safe work environment.

KNOWLEDGE/ABILITY:

Cartograph training and experience is preferred.
Proficiency in the use of computer databases, spreadsheets, and related software applications. Strong working knowledge of Microsoft Office Suite, Microsoft Project, Excel, Geographic Information Systems (GIS), and Computerized Maintenance Management Systems (CMMS). Ability to learn and effectively utilize newly implemented software programs and technologies.
Ability to read and interpret technical drawings, construction plans, utility maps, project drawings, and as-built plans.
Ability to read, analyze, and interpret business periodicals, professional journals, technical procedures, engineering documents, and governmental regulations.
Ability to prepare reports, business correspondence, technical documentation, and procedural manuals.
Ability to effectively present information and respond to questions from managers, customers, contractors, governmental agencies, and the general public.
Ability to perform mathematical calculations involving percentages, proportions, area, circumference, volume, and other quantitative measurements. Ability to apply concepts of basic algebra and geometry.
Ability to apply practical and common-sense reasoning to carry out instructions furnished in written, oral, diagrammatic, or electronic form. Ability to solve problems involving multiple variables in standardized and non-standardized situations.
Ability to establish and maintain effective working relationships with coworkers, contractors, customers, and the public.
Strong organizational, time management, analytical, and problem-solving skills with the ability to prioritize multiple assignments and meet deadlines.
EDUCATION / QUALIFICATIONS:
Bachelor's degree from a four-year college or university and 1-2 years of related experience and/or training in public administration, environmental sciences, sanitary engineering, or GIS; or equivalent combination of education and experience.
Background with specific technical knowledge of water distribution systems or sewer networks.

Work is typically performed in a setting that requires awareness of surroundings and adherence to established safety practices when working around equipment or in changing environmental conditions.
The noise level in the work environment is generally moderate, comparable to a business office with computers, printers, and light traffic. Employees should be able to work effectively in an environment with routine background noise while maintaining attention to detail, communicating with coworkers and the public, and performing job duties safely and efficiently.
