FCS Housing & Employment Case Manager / Sober Living House Manager

Position Summary

The FCS Housing & Employment Case Manager / Sober Living House Manager is responsible for supporting individuals with behavioral health, substance use, housing instability, and employment barriers as they work toward long-term recovery, self-sufficiency, and community integration.

This dual-role position provides intensive Housing and Employment Services under Washington State's Foundational Community Supports (FCS) program while also overseeing the daily operations, resident accountability, safety, and recovery-focused environment of one or more sober living homes.

The Case Manager serves as an advocate, mentor, coach, and recovery support professional who helps individuals obtain and maintain housing, secure competitive employment, build independent living skills, and successfully sustain long-term recovery in a structured, supportive living environment.

The ideal candidate is compassionate, highly organized, recovery-oriented, and capable of maintaining professional boundaries while supporting residents through challenging life transitions.

Essential Duties and Responsibilities

FCS Housing Services

Conduct comprehensive assessments of housing barriers, strengths, needs, and goals.
Develop and maintain individualized Housing Support Plans.
Assist participants in locating, obtaining, and maintaining safe and stable housing.
Support participants with housing applications, lease agreements, landlord communication, and housing retention strategies.
Coordinate housing resources, rental assistance programs, and community-based services.
Assist participants with independent living skills, budgeting, transportation, and community integration.
Conduct regular home visits and community-based meetings.
Maintain compliance with all FCS documentation, billing, and service requirements.

FCS Supported Employment Services

Conduct employment assessments to identify vocational interests, skills, strengths, and barriers.
Develop individualized Employment Plans and measurable employment goals.
Assist participants with job searches, resume development, interview preparation, and application completion.
Provide job coaching, employment retention support, and workplace problem-solving assistance.
Build relationships with local employers and community partners.
Assist participants in obtaining vocational training, certifications, and educational opportunities.
Support participants in maintaining competitive employment and career advancement.

Sober Living House Management

Oversee daily operations of assigned recovery residences or sober living homes.
Ensure residents understand and comply with house rules, expectations, curfews, and recovery standards.
Conduct resident orientations and intake meetings.
Facilitate resident accountability, conflict resolution, and positive community living.
Coordinate resident move-ins, room assignments, and discharge planning.
Monitor resident progress toward recovery, housing, employment, and personal goals.
Collaborate with house operators, clinical providers, treatment teams, probation officers, and community partners.
Ensure homes remain safe, supportive, clean, and recovery-focused environments.
Coordinate drug screenings, breathalyzer testing, room inspections, and other accountability measures as required by program standards.
Address resident concerns, disputes, and behavioral issues promptly and professionally.

Recovery Support & Advocacy

Provide recovery-oriented coaching and encouragement.
Assist residents in developing healthy coping skills, relapse prevention strategies, and recovery support networks.
Connect residents to outpatient treatment, behavioral health services, medication management, peer support, and recovery meetings.
Support participants in navigating legal obligations, probation requirements, court mandates, and community supervision expectations.
Encourage personal responsibility, accountability, and independent decision-making.

Crisis Intervention

Respond to resident crises, conflicts, relapse events, and behavioral health concerns.
Utilize de-escalation techniques and trauma-informed approaches.
Coordinate emergency services and crisis response resources when necessary.
Document incidents accurately and timely.
Facilitate safe transitions, transfers, or discharges when appropriate.

Documentation & Compliance

Maintain accurate, timely, and professional case records.
Complete all required FCS documentation, assessments, service plans, progress notes, and billing requirements.
Maintain confidentiality in accordance with HIPAA, 42 CFR Part 2, and company policies.
Participate in audits, quality assurance reviews, and compliance activities.
Submit reports, documentation, and productivity requirements within established timelines.

Qualifications

Education

Preferred:

Bachelor's Degree in Social Work, Psychology, Human Services, Behavioral Health, Counseling, Sociology, Criminal Justice, or a related field.

Equivalent education and experience may be considered.

Experience

Preferred:

Two (2) years of experience in behavioral health, substance use treatment, housing services, employment services, case management, peer support, recovery residences, or community-based social services.
Experience working with individuals experiencing substance use disorders, mental health challenges, homelessness, justice system involvement, or employment barriers.

Lived Experience

Individuals with lived experience in addiction recovery are strongly encouraged to apply.

Preferred:

Minimum of five (5) years of continuous recovery.

Preferred Certifications

Certified Peer Counselor (CPC)
Certified Peer Recovery Specialist (CPRS)
Certified Chemical Dependency Professional (CDP)
Substance Use Disorder Professional (SUDP)
Other behavioral health or recovery-support certifications

Knowledge, Skills & Abilities

Strong understanding of recovery-oriented systems of care.
Knowledge of housing-first and supportive employment principles.
Understanding of substance use disorders, relapse prevention, and recovery support practices.
Ability to establish professional boundaries while building trusting relationships.
Strong conflict resolution and crisis intervention skills.
Excellent verbal and written communication skills.
Ability to work independently in community-based settings.
Strong organizational, documentation, and time-management skills.
Ability to maintain confidentiality and professional ethics.

Requirements

Valid driver's license and insurable driving record.
Reliable transportation.
Ability to travel throughout assigned service areas.
Ability to pass background screening requirements.
Ability to pass drug screening requirements consistent with company policy.
Ability to work occasional evenings, weekends, and respond to urgent resident situations when necessary.

Physical Requirements

Frequent driving and community-based travel.
Ability to navigate stairs and multiple residential environments.
Ability to lift up to 25 pounds occasionally.
Ability to spend extended periods walking, standing, and sitting.
