Job Description:
Payroll & Benefits Manager

The Payroll & Benefits Manager is responsible for the strategic oversight, accuracy, and compliance of all payroll and benefits functions for The Woodlands Methodist Church. This position ensures timely and accurate payroll processing, proper administration of employee benefits, and continuous improvement of systems and processes to support organizational effectiveness. This role works in collaboration with central staff and in alignment with The Woodlands Methodist Church’s mission to reach people for Jesus Christ, disciple them in faith, and help those in need.

Key Responsibilities

The Payroll & Benefits Manager will lead all payroll and benefits functions with a proactive, detail-oriented approach, demonstrating deep knowledge and ownership of these areas.

Payroll Oversight

Oversee end-to-end payroll processing across all campuses and employee groups
Ensure compliance with federal, state, and local wage and hour laws
Review and approve payroll prior to final submission
Liaise with payroll provider (Alliance) to ensure timely and accurate payroll tax filings, reconciliations, and year-end reporting (W-2s, etc.)
Establish and maintain payroll controls and audit processes

Benefits Administration

Oversee benefits enrollment, changes, and terminations
Partner with brokers/vendors on plan administration and compliance
Ensure accuracy of deductions and reporting
Support open enrollment planning and execution

Compliance and Risk Management

Ensure compliance with FLSA, ACA, and other applicable regulations
Maintain documentation and audit readiness
Identify and mitigate risk areas proactively

Systems and Process Improvement

Evaluate and improve payroll and benefits workflows
Maintain and optimize HRIS (Alliance) functionality
Ensure data integrity and reporting accuracy
Develop SOPs and cross-training processes

Team Oversight

Supervise HR & Payroll Administrator
Provide training, guidance, and quality control
Ensure redundancy and continuity in payroll operations

5+ years payroll and benefits administration experience required; ministry and/or non-profit experience a plus
Professional certifications such as CPP, CEBS, SHRM-CP and/or PHR preferred
Bachelor’s degree in Human Resources, Business Administration, Finance, Accounting, or a related field preferred
Strong knowledge of payroll compliance and tax regulations (federal and state)
Experience with HRIS/payroll systems
Advanced Microsoft Excel and data analysis skills
Proficiency with Microsoft Office and ability to learn new software
High attention to detail and process orientation
Ability to manage confidential information with discretion

Physical Requirements

This position requires sitting, standing, walking, bending, reaching, and lifting

Reports to: Director of Staff Development (HR)
Position Type: Full-Time, Exempt
Schedule: Monday – Friday, 40 hours/week*
* As is typical for ministry, this position requires a flexible schedule. It includes agreed upon onsite office hours and occasional evening activities
Compensation: Dependent on experience
Benefits: Full benefits, including medical, dental, vision, life, 403(b)
