Full Job Description

Position Summary

The Employer Engagement Liaison serves as a primary market development and employer engagement lead for Missouri Child Care Works (CCW) in Missouri counties where Child Care Aware of Missouri (CCAMO) serves as the lead intermediary. Launched in the Fall of 2025, CCW is an innovative employer-sponsored child care benefits program designed to strengthen Missouri's workforce and economy. This position is responsible for developing and maintaining relationships with employers, chambers of commerce, economic and workforce development organizations and networks, HR professionals, and community leaders to increase employer awareness of the flexible child care cost share models and participation in the program.

Leveraging a background in Human Resources, employee benefits, talent acquisition, or workforce development, the Employer Engagement Liaison consults with employers on how child care benefits can improve recruitment, retention, productivity, and employee well-being. The position functions as both a business development professional and trusted resource, working together with our team and partners to help guide employers from initial outreach through implementation of CCW benefit.

The Employer Engagement Liaison is a grant-funded position established for the period of October 2026 through December 2027, with the potential for continued funding beyond the initial grant period.

Duties and Responsibilities

Business Development and Program Support

Develop regional employer engagement strategies in collaboration with the CEO to expand participation in CCW including but not limited to outreach through networking, presentations, and strategic partnerships.
Assist in executing Employer Enrollments to begin offering Child Care Works benefits
Build and manage a robust pipeline of prospective employers knowing most employers require variety of touchpoints and 4-8 months depending on company size and HR complexity before becoming active in CCW.
Meet established enrollment, employer engagement, and partnership goals.
Serve as a trusted resource to employers, HR leaders, and executive teams on workforce challenges related to child care access and how CCW benefits serve as employee retention strategies and workforce solutions.
Fully understand the models in Child Care Works to be able to explain, present, share information about program eligibility, funding models, implementation processes, and build awareness about available tax incentives and/or provide Human Resource knowledge and expertise.
Work in partnership with the Director of CCW and TOOTRiS to assist employers through onboarding and launch of their child care benefit.
Collaborate with the Director of CCW and TOOTRiS to maintain accurate employer records and activity reports.
Monitor employer satisfaction and identify opportunities for program expansion.
Provide feedback to leadership regarding market trends, employer needs, and/or strategies for program expansion or improvement.
Assist in developing and/or needs for outreach materials and employer resources.

Partnership Development and Community Engagement

Cultivate relationships with networks, groups and individuals such as but not limited to:
Human Resource professionals
Business owners and executives
Economic development organizations and engagement leaders
Chambers of Commerce
Workforce development and engagement leaders
Workforce reentry leaders and networks
Industry associations
Workforce Reentry/Fair Chance Hiring Partners
Collaborate with internal staff and external partners to coordinate employer engagement activities.
Work in partnership with the CEO to deliver in-person and virtual presentations, represent CCW at exhibits such as statewide SHRM conference and employer groups and networks, community organizations, etc.
Promote awareness of CCW as an economic development strategy and workforce recruitment and retention strategy.

Qualifications

Required

Bachelor's degree in Human Resources (preferred), Business Administration, Marketing, Public Administration, Communications, or related field.
Three to five years of experience in one or more of the following:
Human Resources
Employee Benefits
Business Development
Workforce Development
Economic Development
Employer Relations
Demonstrated ability to build relationships with business leaders.
Strong presentation and public speaking skills.
Excellent written and verbal communication abilities.
Experience managing multiple projects and priorities.
Proficiency with Microsoft Office and CRM systems.
Presence in CCAMO St. Louis office when needed for in-person collaboration, strategizing, etc.
Ability to travel throughout Missouri with limited out of state travel.
Professional presence when representing CCAMO in public settings.

Preferred

SHRM-CP, PHR, or SPHR certification.
Experience selling/consulting employee benefits or HR solutions.
Knowledge of employer-sponsored benefits programs.
Experience knowing how workforce development, economic development, and child care access and affordability are linked together.
Active professional LinkedIn presence and willingness to build awareness of Child Care Works amongst connections and expand professional network.

Key Performance Indicators

Number of employer partnerships established.
Number of employer enrollments in CCW.
Employee enrollment attributable to employer partners (seats implemented).
Community presentations and outreach activities completed.
Growth of regional contacts and network pipeline.
Other KPIs may be identified.

Benefits: Company contribution to 401k vested 100% at time of hire. Company paid medical, dental, vision, long-term disability, and life insurance with a small employee copay. Accrual of two weeks’ vacation and sick time during the first year. Flexible schedule. (Company paid benefits add approximately $25,000 in value to the total compensation package.)

Salary Range: $85,000-$100,000 annually commensurate with experience plus up to a 15% bonus based on met goals.
