Sumter County is Currently Seeking a Contracts and Property Coordinator for the Purchasing Department
Compensation: Starting Salary: $52,000 Annually
Compensation is based on qualifications and experience.

Position Summary
Sumter County is seeking a highly organized and detail-oriented Contracts and Property Coordinator to support the County’s procurement and contract administration functions and oversee the management and disposition of County surplus property.

This position manages contracts from award through closeout, monitors compliance with procurement requirements and County policies, maintains procurement documentation, and coordinates with County departments, vendors, contractors, and governmental agencies. The position also administers the County’s surplus property program, helping promote accountability, transparency, and responsible stewardship of public resources.

Essential Duties & Responsibilities

Manages County contracts, purchase agreements, service agreements, amendments, renewals, and related procurement documents from award through closeout.
Monitors contract requirements, including expiration dates, insurance requirements, performance standards, deliverables, renewals, and terminations.
Coordinates contract execution, routing, approvals, and signatures and assists departments with contract interpretation, procurement procedures, and vendor compliance.
Maintains accurate procurement, contract, and surplus property records and prepares correspondence, notices, summaries, reports, and other documentation.
Administers the County’s surplus property program, including inventory control and the identification, collection, storage, transfer, sale, auction, recycling, donation, or disposal of surplus assets, including real property.
Coordinates with County departments to evaluate surplus equipment and property for reassignment or disposal and ensures disposition activities comply with applicable environmental, data security, and regulatory requirements.
Oversees online surplus sales activities and assists with documentation related to the Forfeited Land Commission, deeds, vehicle and equipment title transfers, mobile homes, and the disposition of unfit dwellings.
Supports vendor relations, audits, public records requests, procurement planning, process improvement initiatives, mail distribution and mail system operations, and other related duties as assigned.

Minimum Qualifications

Associate degree in business administration, finance, accounting, or a related field.
Minimum of three (3) years of experience in procurement, contract administration, governmental purchasing, inventory management, or related administrative work.
Valid South Carolina driver's license.
Successful completion of a background investigation and pre-employment screening as required by County policy.

Preferred Qualifications:

Bachelor's degree in business administration, public administration, procurement, or a related field.
Experience in local government or public-sector procurement.
Experience with surplus property management or inventory control systems.
Experience using eProcurement platforms such as PlanetBids or similar systems.

Knowledge, Skills & Abilities

Knowledge of public procurement principles, contract administration practices, governmental purchasing procedures, and surplus property management.
Ability to understand and interpret contracts, specifications, policies, procedures, and regulations.
Ability to maintain accurate records and prepare detailed reports and documentation.
Strong organizational and time-management skills with the ability to manage multiple responsibilities and meet deadlines.
Ability to communicate effectively, both orally and in writing, and establish productive working relationships with County staff, vendors, contractors, governmental agencies, and the public.
Proficiency with Microsoft Office applications and electronic procurement systems.
Ability to appropriately handle confidential and sensitive information.

Physical Requirements

Ability to operate computers and standard office equipment.
Ability to visit storage facilities, warehouses, job sites, and surplus property locations as required.
Ability to lift, move, or inspect surplus equipment and materials weighing up to 30 pounds.

Additional Requirements

Valid South Carolina driver’s license.
Successful completion of background investigation and pre-employment screening as required by County policy.

Work Environment
Work is primarily performed in an office environment with occasional visits to storage facilities, warehouses, job sites, and surplus property locations. The position regularly interacts with County employees, vendors, contractors, governmental agencies, and members of the public.
