Job Overview

**Contingent on Award**

The Program Manager is responsible for the strategic leadership, operational oversight, and performance management services supporting beneficiaries across Defense Health Network (DHN) Indo-Pacific Military Treatment Facilities (MTFs).

The primary point of contact for beneficiaries seeking healthcare services within the Military Health System (MHS) throughout Hawaii and the Pacific region. The Program Manager ensures efficient access to care, referral management excellence, regulatory compliance, exceptional customer service, and alignment with Defense Health Agency (DHA) policies and objectives.

This position provides leadership for multidisciplinary teams responsible for Patient Appointing Services (PAS), Referral Management Services (RMS), Clear and Legible Report (CLR) services, patient administration support, performance improvement initiatives, and stakeholder engagement across multiple MTFs. The Program Manager will drive operational excellence while ensuring all contract requirements, performance standards, and customer service objectives are achieved.

Responsibilities

Direct and oversee all operations, ensuring timely access to care and efficient referral management processes.
Develop and implement strategic plans, operational goals, and performance metrics aligned with DHA and Defense Health Network priorities.
Lead continuous process improvement initiatives to enhance beneficiary experience and operational effectiveness.
Monitor program performance and implement corrective actions as necessary to achieve contractual and organizational objectives.
Ensure successful execution of all contract requirements, deliverables, and performance objectives.
Manage day-to-day referral management, appointing, and patient access operations across supported MTFs.
Oversee Patient Appointing Services (PAS), Referral Management Services (RMS), and Clear and Legible Report (CLR) functions.
Ensure compliance with DHA, TRICARE, Department of Defense (DoD), HIPAA, and military healthcare regulations and policies.
Manage workload distribution, staffing models, and resource allocation to ensure optimal service delivery.
Analyze operational data and prepare reports regarding access-to-care metrics, referral performance, beneficiary satisfaction, and organizational effectiveness.
Develop and implement operational procedures that support efficient referral processing and appointment scheduling activities.

Minimum Qualifications

Required: Candidates must possess:

Direct experience performing on an Appointing Center contract; OR
Government employment directly supporting or managing an program with responsibilities transferable to the Program Manager role.
DHA and MTF operating environments.
Government-directed healthcare workflows and access-to-care requirements.
Referral management, appointing operations, and beneficiary support services.
Performance standards, escalation procedures, and service-level requirements.
Handling and safeguarding sensitive beneficiary and protected health information.

Education

Bachelor's Degree in Healthcare Administration, Business Administration, Public Administration, Management, or a related field required.
Master's Degree (MHA, MBA, MPH, MPA, MS, or related discipline) preferred.

Preferred Experience

Experience with MHS GENESIS, DHA systems, DoD access requirements, and Common Access Card (CAC) processes is highly desirable.
Direct experience supporting Defense Health Network Indo-Pacific Military Treatment Facilities in Hawaii and the Pacific Northwest.
Former or current Regional Manager within a Military Medical System strongly preferred.
Extensive knowledge of Defense Health Agency operations, Military Health System (MHS), and TRICARE programs.
Experience supporting geographically dispersed healthcare organizations and multi-site operations.
