Full Job Description

The Risk Manager will oversee corporate and project-specific risk strategies throughout the full project lifecycle — from preconstruction and groundbreaking through construction completion, stabilization, and long-term ownership. This role will ensure Apex maintains appropriate, cost-effective insurance coverage while proactively identifying and mitigating operational, financial, contractual, and construction-related risks.

This position works closely with Executive Leadership, Finance, Development, Construction Operations, Legal, Human Resources, Property Management, insurance brokers, carriers, lenders, owners, and outside counsel to protect company assets, support successful project delivery, and strengthen organizational risk management practices.

Key Responsibilities

Enterprise Risk Management

Develop and enhance Apex’s enterprise risk management program.
Identify, assess, and mitigate operational, financial, contractual, legal, environmental, and construction-related risks.
Partner with leadership to develop risk strategies that support company growth and protect organizational assets.
Monitor risk exposure throughout the lifecycle of development, construction, rehabilitation, and property ownership.
Maintain risk registers and recommend improvements to company policies, procedures, and controls.

Insurance Program Management

Manage corporate and project-specific insurance programs, ensuring appropriate coverage and cost efficiency.
Evaluate, procure, and administer insurance programs including:
Builder’s Risk
General Liability
Professional Liability
Pollution Liability
Umbrella & Excess Liability
Workers’ Compensation
Commercial Auto
Cyber Liability
Property Insurance
OCIP/CCIP Programs
Partner with insurance brokers and carriers to negotiate coverage terms, pricing, renewals, and policy enhancements.
Analyze deductibles, self-insured retentions, and alternative risk financing strategies.
Prepare insurance budgets and support forecasting of insurance-related expenses.

Construction & Project Risk Management

Review construction contracts, subcontracts, consultant agreements, and owner agreements to identify insurance and risk allocation requirements.
Ensure contractual insurance obligations appropriately protect Apex.
Monitor subcontractor insurance compliance, including certificates of insurance, endorsements, and coverage requirements.
Support project teams with risk assessments and insurance-related guidance throughout project execution.
Assist with preconstruction reviews and project pursuits.

Claims Management

Manage insurance claims involving general liability, builder’s risk, workers’ compensation, property damage, and professional liability.
Coordinate claim investigations with brokers, carriers, legal counsel, and project teams.
Track claims activity, reserves, settlements, and loss trends.
Identify opportunities to reduce future losses and improve risk controls.
Maintain accurate claims documentation and reporting.

Affordable Housing & Regulatory Compliance

Ensure insurance programs meet lender, investor, owner, and regulatory requirements.
Support compliance with insurance requirements associated with:
HPD
HDC
HUD
NYCHA
NYSERDA
LIHTC and other affordable housing financing programs
Coordinate insurance documentation required for financing, closings, audits, and regulatory reviews.

Reporting & Risk Analysis

Develop risk dashboards, reports, and metrics for Executive Leadership.
Analyze insurance costs, claims history, and loss trends to improve decision-making.
Monitor emerging risks affecting construction and real estate operations.
Provide recommendations to improve risk management practices.

Cross-Functional Collaboration

Serve as the company’s internal subject matter expert for insurance and risk management.
Collaborate with Development, Construction, Finance, HR, Legal, and Property Management teams.
Support acquisitions, financing activities, and development due diligence.
Educate internal teams on risk management best practices.

Qualifications

Bachelor’s degree in Risk Management, Insurance, Business Administration, Finance, Construction Management, or related field required.
5–8+ years of progressive experience in risk management, insurance, construction, real estate development, or related industries.
Experience supporting commercial construction, affordable housing, or real estate development projects preferred.
Strong understanding of construction contracts, insurance programs, risk transfer, and claims management.
Experience managing relationships with insurance brokers, carriers, legal counsel, lenders, and project stakeholders.
Professional certifications such as ARM, CPCU, CRM, or CRIS are preferred.
Valid driver’s license preferred.

Required Skills & Abilities

Strong knowledge of construction risk management and commercial insurance programs.
Understanding of affordable housing development and construction-related risks.
Ability to interpret insurance policies, contracts, and legal agreements.
Strong analytical skills with the ability to evaluate cost, exposure, and financial impact.
Excellent negotiation, communication, and relationship management skills.
Strong organizational and project management abilities.
Ability to manage multiple priorities across active construction projects.
High level of discretion, professionalism, and sound judgment.
Advanced Microsoft Office skills, particularly Excel.
Experience with insurance tracking systems, claims management platforms, and document management systems preferred.

Pay: $130,000.00 - $160,000.00 per year
