Executive DirectorJob Description

SummaryThe Executive Director serves as the chief executive officer of CASA of Northeast Tennessee and is responsible for the overall leadership, strategic direction, and day-to-day management of the organization. The Executive Director ensures the agency fulfills its mission by providing high-quality advocacy for children who have experienced abuse or neglect through the recruitment, training, supervision, and support of CASA volunteers. The position oversees organizational operations, program compliance, resource development, financial management, community relations, personnel management, and serves as the primary liaison to the Board of Directors.

Accountability

The Executive Director is employed by and accountable to the Board of Directors of CASA of Northeast Tennessee. The Board is responsible for evaluating the Executive Director’s performance and providing organizational oversight. The Executive Director serves as the primary liaison between the Board and agency staff and is responsible for implementing Board-approved policies, strategic priorities, and directives.

Essential Job Functions

Agency Leadership and Strategic Planning

· Provide overall leadership and direction for CASA of Northeast Tennessee, ensuring alignment with the organization’s mission, strategic priorities, and Board-approved goals.

· Develop, implement, and evaluate strategic and operational plans to support organizational growth and program effectiveness.

· Ensure compliance with National CASA/GAL standards, Tennessee CASA standards, grant requirements, and all applicable laws, regulations, and organizational policies.

· Monitor organizational performance through data collection, outcome measurement, and regular program evaluation.

· Maintain effective systems for volunteer, program, and organizational recordkeeping and reporting.

· Prepare and submit required reports to funders, partner agencies, and the Board of Directors.

· Foster collaborative relationships with juvenile courts, community partners, and stakeholders to advance CASA's mission.

Resource Development and Maintenance· Research and prepare grant proposals and other funding applications.· Actively engage in the development of corporate, civic, and individual donations.· Collaborate with the Board of Directors for fundraising events and activities.

· Maintain donor tracking system.

Community/Public Relations and Marketing

· Coordinate public relations with the purpose of recruiting volunteers and increasing public awareness of CASA of Northeast TN and the agency’s mission, goals and activities.

· Develop and maintain relationships with all appropriate groups, agencies, and organizations, and any and all other child advocacy agencies and community service organizations.

· Oversee release of press packets and news releases, and follow-up of any media coverage.

· Approve all written public relations material printed by the agency.

· Be available for public speaking engagements.

· Maintain CASA website, social media pages, email newsletters, print newsletters, etc.

Personnel and Program Management

· Hire and supervise all administrative and program staff.

· Write and revise, as necessary, the job descriptions for all staff within the agency.

· Prepare, at minimum, annual performance evaluations (oral and written) for all staff.

· Staff development.

· Review timesheets and mileage reports for accuracy.

· Maintain communication with payroll company for accurate accruals and timely payment.

· Oversee recruitment, screening, training and supervision of volunteers by program coordinators.

· Provide guidance when necessary on the appointment of cases, content of reports, and provide feedback to program coordinators.

· Provide technical assistance, guidance, support, and information to program coordinators.

· Ensure individual case preparation for the representation of the best interest of assigned children in court proceedings through supervision of program coordinators.

· Monitor case information input by program coordinators in CASA Manager to track volunteers and their casework.

Board of Directors Liaison

· Attend all Board meetings.

· Oversee implementation of all Board directives, policies, and procedures.

· Serve as liaison between Board and program staff.

· Keep Board apprised of program operations, changes, and problems.

· Monitor Board/Committee activities and attend Committee meetings.

· Assist in Board development.

· Administer an orientation and training program for new Board members.

Fiscal Management

· Provide oversight of the organization’s financial operations, ensuring fiscal accountability and responsible stewardship of resources.

· Develop and administer the annual operating budget in collaboration with the Board of Directors.

· Monitor organizational revenues and expenditures and provide regular financial reports to the Board.

· Ensure compliance with grant requirements, financial reporting obligations, audits, and internal controls.

· Oversee bookkeeping, accounting systems, payroll coordination, and financial record maintenance.

· Review and approve financial reports and supporting documentation submitted to funders and regulatory agencies.

· Bachelor's degree in public administration, nonprofit management, communications, social work, human services, business administration, or a related field required; master's degree preferred.

· Minimum of five years of progressively responsible leadership experience, preferably in nonprofit management, human services, child welfare, or volunteer-based programs.

· Demonstrated experience in fundraising, grant management, budgeting, and fiscal oversight.

· Strong supervisory, team-building, and personnel management skills.

· Excellent written and verbal communication skills, including public speaking and community engagement.

· Ability to establish and maintain collaborative relationships with courts, child welfare agencies, community partners, volunteers, and donors.

· Knowledge of child welfare systems, abuse and neglect issues, and trauma-informed practices preferred.

· Proficiency with Microsoft Office, database systems, financial software, and nonprofit technology platforms.

· Ability to maintain confidentiality and exercise sound judgment in sensitive situations.

· Valid Tennessee driver's license, reliable transportation, and willingness to travel as needed.

· Commitment to the mission, values, and standards of CASA of Northeast Tennessee.

Physical and Environmental Requirements

This position requires the ability to sit, stand, walk, drive, and operate standard office equipment for extended periods. Occasional lifting of up to 30 pounds may be required. The position involves travel throughout the service area (Greene, Johnson, Unicoi, and Washington Counties) and occasionally to other areas in-state and out-of- state for training and meetings. Occasional evening or weekend work. Duties may require visits to courts, partner agencies, and community locations that may not be fully accessible.
