Full Job Description

Work Arrangement: Telework / hybrid, with remote work coordinated by the manager
Primary Location: Downtown Austin, TX
Pay Rate: $70/hr to $78/hr W2

Expected Start Date: September 1, 2026
Employment Type: Contract

Contract Duration: Initial term is expected to begin September 1, 2026 and continue through August 31, 2027, with possible renewal for up to three additional fiscal years.

Schedule: Monday through Friday, 8:00 AM to 5:00 PM CT, unless otherwise coordinated. Variable part-time to full-time contract hours based on project workload.

Work Authorization: Must be authorized to work in the United States without current or future sponsorship.
Background: Must pass a satisfactory standard criminal background check upon hire.

Summary

GTS Technology Solutions is seeking a Senior Business Analyst, Education Systems, for a public sector education client. This role will support software/application projects focused on major enhancements and/or rewrite efforts that improve business processes, system capabilities, and outcomes for students.

This is a senior-level business analysis role supporting the full software development life cycle. The Business Analyst will serve as the connection point between program stakeholders, customers, and software development teams, helping translate business needs into clear, actionable requirements and supporting requirements management through implementation and post-implementation enhancements.

What You Will Do

The Senior Business Analyst will:

Elicit, analyze, and document user needs, business processes, pain points, and system capabilities
Conduct interviews, JAD sessions, document analysis, surveys, use case analysis, and workflow analysis
Translate elicitation findings into business requirements, functional requirements, system requirements, user stories, use cases, wireframes, mockups, and software requirements documentation
Use clear, concise, and unambiguous language in requirements documentation
Support requirements management throughout the SDLC
Help verify that delivered solutions meet approved requirements
Support change control and requirements tracking
Use Jira and Modern Requirements to manage, track, and communicate requirements status
Share BA best practices and mentor peers or colleagues as needed

Required

Candidate resumes need to clearly show the following experience:

8+ years of experience eliciting requirements from customer or stakeholder interviews and creating well-written system requirements
8+ years of experience with software development life cycles
8+ years of business process re-engineering and software process flow improvement experience
8+ years of experience developing user stories and use cases that follow business analysis best practices
8+ years of experience designing mockups and/or wireframes that follow UX best practices
5+ years of strong communication and facilitation experience
5+ years of strong writing and organization experience
4+ years of documented experience working for or closely with TEA, a federal/state/local education agency, or an education vendor
2+ years of documented experience with Atlassian Jira
2+ years of documented experience with Modern Requirements

Desired

Previous experience with Educator Certification
Previous experience with Educator Preparation Program data collection and accountability

Ideal Background

The strongest candidates will have senior business analysis experience supporting software development or application modernization projects in a public sector education, K-12, higher education, state agency, or education technology vendor environment.

Candidates should be comfortable facilitating stakeholder conversations, documenting requirements clearly, creating visual requirements artifacts, and working closely with development teams.
