Position Summary: The ISS will develop courses of instruction in occupational specialties or fields for single-Service and multi-Service (Army/Navy/Air Force/Coast Guard) courses. Collaborate with a specialized team in the coordination, planning, and development of DoW medical specialties resident and distance learning training courses assigned to the Medical Education and Training Campus (METC).
The ISS will use professional, master level knowledge of the education/training development process (planning, analysis, design, development, implementation, and evaluation (PADDIE)) with special knowledge in consolidating Service requirements into DoW level enlisted medical specialty programs/courses. Use an instructional systems development approach to interpret and convert Service specific training requirements into consolidated training objectives, lessons, units, courses and programs.
Duties and Responsibilities
· Develop learning maps to perform sound learning analyses from the initial training levels through the operating levels of tasks or jobs.
· Determine the learning objectives and task learning relationships. Identify tasks that can be supported by job or skill performance aids.
· Establish the time and emphasis to be given each unit of study, continuity between units, and the level to which students should be trained on each item.
· Design and/or coordinate the development of program control documents and training materials for single Service courses/programs and consolidated tri-Service (Army/Navy/Air Force) courses/programs.
· Ensure consolidated training requirements meet Community College of the Air Force (CCAF), American Council on Education (ACE) and other accrediting agencies requirements.
· Coordinate completed program control documents with Program Directors, Department Chairs and Curriculum Development Division Management and with higher echelon activities to secure approval.
· Provide expert guidance to program managers, instructional staff and senior level leadership on METC programmatic and institutional curriculum development policies and standards.
· Use professional master level knowledge of principles, techniques and practices of instructional system development, adult learning theory, training research methodology, statistics, and technology to develop, review, and revise instructional materials in accordance with METC established learning objectives.
· Plan, develop or revise the content, organization, style, format, emphasis, and treatment of the instructional materials to meet educational standards for DoW level single Service courses/programs and consolidated Tri-Service (Army/Navy/Air Force) courses/programs.
· Develop effective instructional methodologies, which include order of presentation, level of interaction, feedback, and remediation.
· Develop final products that conform to established educational theories and practices. As required, advise/guide developers to ensure educational validity and quality of course design. Anticipate curriculum development delays, make necessary adjustments and apply appropriate action to correct identified problems.
· Maintain electronic curriculum repositories and follow curriculum change guidance. Exercise a high degree of judgment, resourcefulness, initiative, and originality in the curriculum development processes.
· Respond to external and internal customer needs; research records and files and contact others to obtain and disseminate proper and accurate information.
· Use expertise in the design and development of testing plans and assessment/measurement devices to determine student achievement of instructional objectives.
· Review and validate measurement devices to assess student achievement.
· Review, revise, and reword test items as necessary to meet instructional objectives.
· Conduct statistical studies of examination results and individual test items.
· Conduct test analysis to ensure validity and reliability of test material.
· Conduct studies, interpret survey data and recommend minor and major changes to curriculum for continuous process improvement of medical training programs.
· Accomplish special projects.
· Develop and implement special projects designed to improve procedures, respond to specific taskings, answer internal and external inquiries, or correct a deficiency.
Education and Experience:
· Master’s degree in Instructional Systems Design (ISD), education, adult learning, or a closely related field.
· Alternatively, a baccalaureate degree from an academic institution accredited by a regional or national accrediting agency recognized by the USDE coupled with a minimum of eight (8) years of highly specialized DoW ISD experience may be substituted. A degree that includes or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
o Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
o Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
o Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
o Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
o Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
· A minimum of five (5) years’ experience directly designing military training systems (specifically using the PADDIE/ADDIE framework) and navigating military academic accreditation.
Knowledge, Skills, and Abilities:
· Comprehensive knowledge of a wide variety of instructional design principles and methods sufficient to plan, coordinate, and design instruction for full-length courses or complex development areas.
· Comprehensive knowledge of a wide variety of instructional development methods sufficient to develop and revise instructional materials which result in complete and full-length training products for specialty areas or career management fields.
· Comprehensive knowledge of a wide variety of instructional measurement methods and principles sufficient to develop plans or policies for measuring achievement of instructional objectives.
Training Requirements: Defense Health Agency (DHA) initial and annual training requirements, and comply with all DHA policies, procedures, productivity standards, and instructions as provided.
Supervisory Responsibilities: None
Physical Demands: Prolonged periods of standing shall be required while conducting lectures, facilitating and hands-on instruction.

Work Environment: 100% of work is conducted in a classroom, clinical, indoor environment.
