Position Summary & Responsibilities
Position Summary:
This position reports to the Chief of Staff as part of the Rural Health Transformation Program in the Office of the Secretary. This position assists with activities related to the oversight, implementation and review of aging and behavioral health services projects that are part of Kansas’ Rural Health Transformation Program. This role is expected to be highly collaborative, working across internal and external stakeholders to ensure programs are implemented and supported in the manner desired by KDADS. The position supports a focus on compliance, continuous quality improvement, and data-informed decision-making.
This position provides clinical review and feedback to support quality assurance monitoring. The role assists in the development of program policies and procedure and provides training and outreach. This position is responsible for identifying evidence-based interventions and coordinating with providers across the state.
Key Responsibilities:

Assist in the development of program policy and procedure.

Assess alignment with evidence-based interventions and practices.

Assist in reporting on program progress and outcomes to the federal Centers for Medicare and Medicaid Services.

Collaborate extensively with both internal and external stakeholders to ensure successful program implementation and support.

Support a culture of compliance as an ongoing opportunity for growth and improvement.

Assist in developing and refining processes that support continuous quality improvement.

Engage with diverse aging, behavioral health and integrated care providers to understand and address their unique needs and challenges.

Communicate findings and recommendations for process improvement based on quality assurance activities and data analysis.
Job Responsibilities may include but are not limited to the following:
Project-Level Quality Assurance
-
Conduct reviews of programs within the scope of KDADS’ oversight to ensure compliance with established expectations, fidelity models, best practices, or other data points as determined by KDADS leadership and/or CMS. This includes participating in consensus scoring, traveling as needed to conduct reviews, and preparing detailed reports regarding review outcomes.

Collaborate with other KDADS staff to develop action plans for improving fidelity and program implementation. Recommend measures to correct or enhance program implementation as needed.

Identify issues related to program implementation in Kansas and collaborate with technical assistance providers to to support effective resolution.
-
Document and track all quality assurance activities, ensuring comprehensive records are maintained. Prepare reports as required for audit purposes, ensuring accuracy and clarity.
State-Level Quality Assurance:
-
Identify training needs for partners in RHTP projects to support program management and quality improvement initiatives.
-
Assist in developing and maintaining comprehensive training materials, operating manuals, and policies and procedures for the RHTP projects, ensuring alignment with best practices and regulatory requirements.

Collect and evaluate data as requested, including quality audit reports, reports to CMS, reports to the Kansas Legislature, and other requested reporting.

Make recommendations for improvement by ensuring that standards and safety regulations align with state and federal guidelines, contributing to continuous quality improvement efforts.

Provide insight on and assist in the development of long-term sustainability plans for RHTP projects.
Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
Minimum Qualifications:
-
Licensed Master Level Social Worker (LMSW).
-
Two years of experience in planning, implementing, and monitoring activities relevant to program management. Strong writing skills with the ability to develop comprehensive reports supporting quality assurance recommendations, and corrective actions.

Excellent data analysis skills to inform and drive quality improvement efforts.
-
Strong collaboration skills with the ability to work effectively with both internal and external stakeholders.
-
Excellent communication skills, both written and verbal.
-
High level of organization and attention to detail.
-
Knowledge of behavioral health principles, evidence-based practices, and service delivery systems.
-
Proficiency with Microsoft Office applications.
-
Travel (up to 50% of time, mainly in State, with occasional out-of-state travel for training and conferences)
-
Unrestricted Driver’s License and ability to travel statewide as required.
Preferred Qualifications:
-
Ability to conduct root cause analysis and frame SMART goals (Specific, Measurable, Achievable, Relevant, Time-bound) for continuous improvement.

Experience implementing and evaluating Evidence-Based Practices (EBP) in aging and/or behavioral health programs.

Federal, State, and/or local project grants management and implementation experience.
-
Experience working with diverse stakeholder groups or committees.
-
Working knowledge of community behavioral health services for adults or children.
-
Experience interacting with public health and social service professionals, administrators, and state officials.
-
Four years of experience in business or related human services field.
