Full Job Description

Family Housing Resources is seeking an experienced and motivated Property Manager to lead the daily operations of one of our affordable housing (LIHTC) communities in Tucson, Arizona.

The Property Manager is responsible for all aspects of community operations, including regulatory compliance, financial performance, team leadership, resident satisfaction, and property appearance. This role requires a strong on-site presence, exceptional organizational skills, and a commitment to providing high-quality affordable housing while meeting ownership and investor objectives.

The ideal candidate has extensive experience managing Low-Income Housing Tax Credit (LIHTC) communities, strong leadership abilities, and a passion for delivering outstanding customer service.

Essential Responsibilities

Manage the daily operations of the community while ensuring compliance with all LIHTC and other applicable affordable housing program requirements.
Complete resident income certifications and annual recertifications accurately and on time to maintain regulatory compliance.
Maintain quality standards for property inspections, resident services, compliance, and overall community appearance.
Recruit, hire, train, supervise, and develop on-site staff while ensuring compliance with Family Housing Resources' policies and procedures.
Coordinate and oversee the work of maintenance staff, office personnel, and third-party vendors.
Prepare and manage the property's annual operating budget and monitor financial performance, including occupancy, accounts receivable, budget variances, and operating expenses.
Review and approve invoices in accordance with the approved property budget.
Analyze market conditions and recommend strategies to improve occupancy, resident satisfaction, operational efficiency, and financial performance.
Ensure compliance with all local, state, and federal laws, Fair Housing regulations, and affordable housing program requirements.
Conduct regular property inspections to maintain curb appeal, identify maintenance concerns, and ensure the community is well maintained.
Lead site staff meetings, including monthly safety meetings, and submit meeting documentation to the corporate office.
Build positive relationships with residents by addressing concerns professionally and resolving issues promptly.
Represent Family Housing Resources with professionalism and integrity in all interactions.
Perform other duties as assigned.

Qualifications

Required Skills

Strong leadership and team management skills with the ability to motivate and develop employees.
Thorough knowledge of the Low-Income Housing Tax Credit (LIHTC) program and affordable housing compliance requirements.
Experience with Housing Choice Voucher (Section 8) and other affordable housing programs is preferred.
Working knowledge of Arizona Landlord-Tenant Law and Fair Housing regulations.
Knowledge of OSHA standards, risk management practices, and workplace safety.
Strong organizational, analytical, and problem-solving skills.
Excellent written, verbal, and interpersonal communication skills.
Ability to professionally resolve resident concerns and difficult situations.
Proficiency with property management software such as Yardi, RealPage, AppFolio, or similar platforms.
Computer literacy and knowledge of Microsoft apps, including Word, Excel, and Outlook.

Education & Experience

High school diploma or GED required.
Minimum of three (3) years of property management experience in a leadership role.
Previous experience managing a Low-Income Housing Tax Credit (LIHTC) community is required.
COS, HCCP, or other affordable housing certifications preferred.

Additional Requirements

Valid driver's license with a clean driving record.
Reliable transportation and current automobile insurance.
Ability to read, write, and communicate effectively in English.
Basic math and financial management skills.
Availability to work full-time and respond to occasional after-hours or weekend property emergencies.
Ability to walk the property regularly, climb stairs, bend, kneel, and access confined spaces as needed.
Ability to lift and carry up to 25 pounds.
Successfully pass a background check and pre-employment drug screening.
Bilingual skills are a plus.
