The job of Senior Systems Analyst is done for the purpose/s of supporting all aspects of information technology systems and support at ESD 113; providing direct services in managing computer network systems and network support; providing direction and coordination to technology support personnel assigned to core agency functions; and providing guidance and coordination of technology support activities across the full spectrum of ESD 113 programs.
Network Malfunction Assessment Assesses malfunctions of network hardware and software applications (e.g. firewalls, routers, DNS, antivirus, workstations, etc.) for the purpose of determining appropriate actions to maintain computer and network operations.
Meeting and Conference Attendance Attends meetings and technical conferences as assigned for the purpose of conveying and gathering information required to perform functions.
Stakeholder Consultation Confers with a wide variety of stakeholders (e.g. ESD departmental staff, leadership, technology support staff in member districts, etc.) for the purpose of providing technical advice and support while assisting in the development of policies and procedures.
Systems Design Engineering Engineers design input for agency computer systems (e.g. WAN routing changes, VLAN routing and switching, firewall rule sets, etc.) for the purpose of providing efficient server operation.
Repair Work Inspection Inspects repair work (e.g. vendor repairs, projects, equipment, etc.) for the purpose of ensuring effective completion of jobs.
Equipment Installation Installs computer, server, and network equipment for the purpose of ensuring efficient operations of ESD 113 systems, software, and technology resources.
Process and Service Management Manages a variety of processes and services (e.g. tier 3 support of network systems and software, license agreements, etc.) for the purpose of ensuring the smooth operation of District technology services.
Support Oversight Oversees tier 1 and tier 2 support (e.g. guiding and acting as a technical resource for staff assigned, etc.) for the purpose of maximizing trouble ticket resolution.
Tier 3 Support Provides tier 3 support processes (e.g. backup and restoration, testing and evaluation, updates, etc.) for the purpose of ensuring continuous operation of systems for authorized users.
External Liaison Services Serves as liaison to a variety outside stakeholders (e.g. software and hardware providers, third-party repair services, etc.) for the purpose of conveying and receiving information while coordinating Department processes.
Staff Training Trains ESD staff (e.g. new technology hardware and software applications, etc.) for the purpose of ensuring staff ability to use new and existing software.
Travel Requirements Travels as needed to offsite locations for the purpose of performing the essential functions of the position.
Personnel Assistance Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.
Related Duties Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
Knowledge Required Knowledge is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: current generation operating systems, network protocols, router configurations, Internet/intranet applications, digital electronics to component levels, computer hardware and hardware virtualization; server protocols and administration; Inter/Intranet applications; office software; safety practices and procedures; functional knowledge of diagnosing and resolving computer-related problems via telephone, email and in person; situation analysis; defining issues and drawing conclusions; understanding of safety practices; optimal knowledge regarding management and planning of projects; and in-depth knowledge of organization and maintenance of records.
Skills Required Skills are required to perform multiple, highly complex, technical tasks with a need to routinely upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: utilizing pertinent network, application and operating system software; adhering to safety practices; planning and managing projects and preparing and maintaining accurate records; skills in server and systems administration including server/client architecture, VM backup systems utilizing pertinent diagnostic and application software; and working with Network Routers, Layer 3 network Switches, Firewalls, WLAN systems, District brand computers, VOIP phone systems and the variety of software utilized by the District.
Abilities Required Ability is required to schedule a number of activities, meetings, and/or events; gather, collate, and/or classify data; and consider a variety of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and utilize equipment under a variety of conditions for multiple purposes. Ability is also required to work with a diversity of individuals and/or groups; work with a variety of data; and utilize a wide variety of types of job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is significant.
Specific ability based competencies required to satisfactorily perform the functions of the job include: setting priorities; scheduling activities, meetings and/or events; complex problem solving; critical thinking; communicating technical information to non-technical audiences; meeting deadlines and schedules; setting priorities; establishing effective relationships; being attentive to detail; and working nonstandard hours.
Responsibilities include: working under limited supervision using standardized practices and/or methods; leading, guiding, and/or coordinating others; tracking budget expenditures. The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, frequent stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 60% sitting, 20% walking, 20% standing. This job is performed in a generally clean and healthy environment.
Experience: Job related experience with increasing levels of responsibility is desired.
Education: High School diploma or equivalent.
Equivalency: AA degree preferred, though may be waived in lieu of any combination for education and a minimum of 5 years of experience, preferably in an education setting, that provides the required knowledge, skills, and abilities of the position.
