Interim President / Chief Executive OfficerWaco Housing Authority & Affiliates
Location: Waco, Texas
Position Type: Full-Time, Exempt, Interim Executive Appointment
Reports To: Board of CommissionersPosition SummaryThe Waco Housing Authority & Affiliates is seeking an innovative, results-driven executive to serve as Interim President / Chief Executive Officer during the Board of Commissioners’ search for a permanent President/CEO.The Interim President/CEO will serve as the chief executive and administrative officer of the Waco Housing Authority and its affiliated entities, including the Waco Housing Opportunities Corporation and Waco Public Facility Corporation. Reporting directly to the Board of Commissioners, this individual will provide strategic leadership, executive oversight, operational stability, and responsible stewardship of the Authority’s programs and resources.The successful candidate will lead a mission-driven organization committed to providing quality affordable housing, building stronger communities, and creating opportunities for individuals and families throughout Central Texas.Essential Duties and ResponsibilitiesThe Interim President/CEO will:

Provide executive leadership and implement the strategic priorities established by the Board of Commissioners.
Serve as the Board’s chief executive advisor and maintain clear, consistent communication regarding agency operations, performance, risks, and opportunities.
Direct and oversee all Authority operations, including Public Housing, Housing Choice Voucher programs, finance, human resources, information technology, procurement, compliance, property and asset management, resident services, facilities, and capital improvements.
Lead affordable housing development, redevelopment, preservation, acquisition, disposition, and public-private partnership initiatives.
Oversee annual operating and capital budgets, audits, investments, grants, debt, financial forecasting, and internal controls.
Ensure compliance with HUD regulations, Fair Housing requirements, procurement standards, and all applicable federal, state, and local laws.
Represent the Authority before HUD, TDHCA, elected officials, residents, lenders, developers, community organizations, the media, and other stakeholders.
Recruit, mentor, evaluate, and support executive leadership while promoting accountability, collaboration, innovation, professionalism, and excellent customer service.
Strengthen enterprise risk management, emergency preparedness, fraud prevention, business continuity, and organizational resilience.
Support technology modernization, cybersecurity awareness, enterprise systems, and data-driven decision-making.
Serve as chief executive of the Authority’s affiliated nonprofit and public facility corporations.
Perform other executive responsibilities assigned by the Board of Commissioners.

Minimum Qualifications

Bachelor’s degree in Public Administration, Business Administration, Finance, Accounting, Urban Planning, Real Estate Development, Construction Management, Public Policy, Law, Human Resources, or a closely related field.
Minimum of seven years of progressively responsible executive leadership experience.
At least five years of experience in affordable housing, redevelopment, real estate development, local government, community development, or a similarly complex organization.
Demonstrated experience leading multidisciplinary teams and overseeing finance, operations, human resources, compliance, strategic planning, and organizational performance.
Experience working directly with governing boards, public officials, and community stakeholders.
Experience administering complex budgets, grants, contracts, and multiple funding sources.
Strong written, verbal, interpersonal, negotiation, and public-presentation skills.

Preferred Qualifications

Master’s degree, including an MBA, MPA, MRED, JD, or a related advanced degree.
Previous service as a President/CEO, Executive Director, Deputy Executive Director, Chief Operating Officer, Vice President, or comparable executive.
Experience with LIHTC, RAD, Section 18, PBV, HOME, CDBG, AHP, mixed-finance development, tax-exempt bonds, and public-private partnerships.
Experience managing affiliated nonprofit or public facility corporations.
Experience negotiating complex development agreements, financing arrangements, and real estate transactions.
Professional certifications such as CPHM, HDFP, PMP, SHRM-CP, SHRM-SCP, or other relevant executive or housing credentials.

Additional Requirements

Must be bondable.
Must possess and maintain a valid Texas driver’s license.
Must remain eligible for coverage under the Authority’s automobile insurance policy.
Must successfully complete required background screening, drug testing, reference verification, and other pre-employment requirements.
Must be available to attend evening or weekend Board meetings, community events, conferences, and emergency-response activities when required.
Travel to Authority properties, redevelopment sites, and other business locations will be required.

CompensationCompensation will be established by the Board of Commissioners based on the selected candidate’s education, executive experience, qualifications, and demonstrated ability to lead a complex affordable housing organization.
