Full Job Description

Licensing Officer
Location: Vallejo, CA
Salary: DOE

Position Overview

The Licensing Officer is responsible for coordinating and administering all licensing activities for the gaming operation while ensuring compliance with applicable Tribal, federal, state, and gaming regulatory requirements. This position manages licensing applications, renewals, background documentation, and regulatory records for employees, vendors, contractors, and other licensed entities. The Licensing Officer works closely with internal departments, regulatory agencies, and the Tribal Gaming Commission to ensure licensing requirements are completed accurately, efficiently, and within established deadlines.

Minimum Qualifications

Three (3) to five (5) years of experience in licensing, regulatory compliance, permitting, investigations, auditing, or document management within a highly regulated industry such as gaming, government, cannabis, healthcare, financial services, or utilities.
Demonstrated experience managing licensing or regulatory application processes from initial intake through approval, renewal, and ongoing compliance.
Experience maintaining confidential records and assembling complex regulatory documentation with a high degree of accuracy and attention to detail.
Strong organizational skills with the ability to manage multiple priorities and meet strict regulatory deadlines.
Ability to exercise sound judgment, identify compliance concerns, and escalate issues appropriately.
Experience collaborating with multiple departments, regulatory agencies, and external stakeholders.
Excellent written and verbal communication skills.
Proficiency in Microsoft Office Suite, Google Workspace, electronic document management system.
Ability to successfully obtain and maintain all required Tribal and Illinois Gaming Board licensing and credentials.
Notary Public certification, or the ability to obtain certification within ninety (90) days of hire.

Preferred Education and Experience

Associate's Degree (A.A. or A.S.) in Criminal Justice, Public Administration, Business Administration, Legal Studies, Accounting, or a closely related field.
A High School Diploma or GED from an accredited institution combined with at least two (2) years of experience in law enforcement, gaming regulation, licensing, investigations, auditing, compliance, or an equivalent combination of education, training, and relevant professional experience may be considered in lieu of an associate's degree.
Previous experience working with a Tribal Gaming Commission, casino licensing department, or other gaming regulatory agency is highly desirable.
