Full Job Description

Job Summary

The Employee Relations Representative is responsible for performing a wide range of human resources duties in close collaboration with senior Human Resources management. This role supports key HR functions, including administration, employee and labor relations, training and development, performance management, and the revision and implementation of HR policies. The position requires handling sensitive and confidential information with discretion, as well as performing other related duties as assigned.

Essential Duties & Responsibilities

Provides administrative support to the Human Resources Director and Human Resources Business Partners on all Employee Relations matters, maintaining records and information, and providing payroll information.
Welcomes new employees to the organization by assisting with conducting orientation, ensures completion of new hire documentation as required.
Maintains employee information by entering and updating employment and status-change data; provides payroll information to employees, supervisors and managers and requested. Sets up, maintains electronic and hard copy employee records, and provides assistance with processing payroll. Assists with maintaining employee files, preparing reports, and with the more advanced office service functions. Keeps records of organization's employees including earnings, benefits and tax information.
Assist with the coordination of employee recognition programs and events targeted at improving employee satisfaction and morale. Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
Maintains employee confidence and protects operations by keeping human resource information confidential.
Provides information and assistance to employees. Receives complaints from employees and supervisors and resolves problems of average difficulty, referring the more difficult problems to HR Business Partners.
Answers employee inquiries, and seeks guidance/refers questions requiring interpretation of the Human Resources policies or collective bargaining agreements to the HR Business Partners or HR Director as needed.
Assists in the development and implementation of Human Resources policies and procedures; preparing and maintaining the policies and procedures manual.
Provides HR policy guidance and interpretation. Partners with management to communicate various human resource policies, procedures, standards and other government regulations, as needed and in partnership with the designated HRBP.
Prepares information for management to utilize during the collective bargaining process.
Schedule and/or coordinate the details of disciplinary and/or grievance hearings, arbitrations, PERB hearings or other Employee Relations meetings in accordance with policy and/or CBAs. Ensure timely response to the above as described in the Policy and/or CBA.
Assist HRBP in the investigation and evaluation of union complaints or arguments to determine viability. Prepare notices, communications, and evidence for disciplinary hearings as directed by the HR management team.
Assist in the areas of Compensation & Benefits and Talent Acquisition, to include, assistance with open enrollment and candidate interviewing, etc.
Assist with the coordination of department training and development, as well as succession planning initiatives authority wide. Assists with logistics including scheduling, training room set-up & tear-down, training rosters, and coordination with departments.
Oversees the communication / management of the annual performance evaluation process, including the collection and recording of related data
Prepares employment letters, memorandums, and other employee related documents to include Notice of Human Resources Action (NOPA); reviews employee files and furnishes information to authorized persons; gives verification of employment; processes documents for retirement, credit union, lending institutions, public housing, etc.
Assists with the filing of job injury claims by assisting with completing Employer's First Report of Injury, obtaining surgeon's report, and preparing transmittal to Workers Compensation Administration. Monitors employee job injury leave status and prepares transmittal for reinstatement of leave credits for approval by the Human Resources Director.
Performs other related duties and responsibilities that include tracking inter-island travel, preparing travel report, creating requisitions in the system, and preparing and transmitting documents to the Government Employees Retirement System (GERS).
Monitors activity of scholarship recipient account, directly contacts recipients to ensure that updated transcript is maintained on file, and maintains updated spreadsheet use of scholarship funds. Immediately brings all matters not in compliance with the scholarship agreement to the attention of Human Resources Director.
Performs other related duties as assigned.

Required Knowledge, Skills & Abilities

Proficiency in computer software, including Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Strong interpersonal and communication skills, with the ability to handle sensitive and confidential situations with professionalism and tact.
Excellent attention to detail in composing, typing, and proofreading materials, as well as establishing priorities and meeting deadlines.
Demonstrated ability to maintain a high level of confidentiality and exercise sound judgment.
Knowledge of human resources principles, practices, and employment/labor laws.
Strong conflict resolution and problem-solving skills.
Ability to manage multiple tasks and work effectively in a fast-paced environment.
Effective organizational and time management skills.
Ability to work both independently and collaboratively within a team environment.
Strong written and verbal communication skills.
Experience with HR information systems (HRIS) and employee data management is an asset.
Ability to analyze information and make recommendations based on HR best practices.
Strong ethical standards and professional integrity.
Ability to build and maintain positive working relationships at all levels of the organization.

Education & Experience

High school diploma, or equivalent, with some college or technical school course work and minimum of five (5) years of job-related experience, preferably in a human resource department; or any equivalent combination of education and experience that provides the required knowledge, skills and abilities. Associate degree or equivalent, preferably in Human Resources, Customer Service, or other related field, preferred. SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential is preferred.
