Innovative Technologies Corporation (ITC) is seeking a Senior Navy Readiness & Data Analytics Lead to support a proposal for Force Generation (FG) Analytical Support Services at Commander, Naval Surface Force Atlantic (COMNAVSURFLANT), Naval Station Norfolk, Virginia.
This senior analytical position will provide Navy Surface Force readiness analysis, data analytics, predictive modeling, and decision support across the Personnel, Equipment, Supply, Training, Ordnance, Networks, and Infrastructure (PESTONI) readiness pillars.
The successful candidate will combine significant Navy operational and staff experience with advanced data analysis capabilities to develop actionable recommendations, predictive readiness models, data visualizations, and executive-level analytical products supporting COMNAVSURFLANT Force Generation decisions.
Onsite performance at COMNAVSURFLANT is the primary expectation because of the operational requirement for daily access to classified networks. Occasional situational telework for unclassified tasks may be authorized by the Government but is expected to be extremely limited.
ITC estimates contract performance will begin November 18, 2026.
Critical Minimum Qualification
Candidates must have experience in the United States Navy as a Post-Command Commander afloat or equivalent.
For this requirement, a Post-Command Commander is an Officer (O-5/CDR) who successfully completed a principal O-5 command tour, such as Commanding Officer of a Destroyer, Submarine, or Aviation Squadron.
A Post-Command Commander equivalent is a non-traditional command or leadership position formally designated by the applicable military service as carrying the same professional weight, responsibility, and milestone credit as a standard O-5 command.
Candidates who do not meet this requirement will not meet the Government's minimum personnel qualifications for this position.
Required Clearance
- Active, final Secret security clearance at the time of proposal submission.
- Clearance must be maintained for the life of the contract.
- Interim clearances or clearances currently in process do not satisfy the Government requirement.
Required Education
- Master's degree or higher from an accredited college or university.
- Relevant Navy, Department of Defense, operational, or analytical experience cannot substitute for the required Master's degree.
Required Qualifications
- Experience in the United States Navy as a Post-Command Commander afloat or equivalent.
- Five years of experience on an Echelon 3 or higher staff.
- Five years of experience in database design and management.
- Five years of experience in data analysis for complex projects.
- Experience analyzing specific metrics embedded within the PESTONI (Personnel, Equipment, Supply, Training, Ordnance, Infrastructure/Networks) pillars of analysis.
- Ability to develop a comprehensive understanding of Surface Force business practices, primary organic data sources, secondary/non-organic data needs, data gaps, and organic analytical capabilities.
- Ability to apply that understanding to the development of meaningful data visualization tools and predictive modeling supporting decision-makers at all levels.
- Demonstrated experience developing and applying machine learning models, predictive analytics, and AI-driven data interpretation to complex defense problems.
- Proficiency with modern data analytics platforms and languages, such as Python and R, to conduct statistical analysis and build financial and operational risk models.
- Highly proficient with Microsoft Office applications, particularly Access, Excel, and PowerPoint.
- Experience producing executive-level analytical products and reports.
- Strong written and oral communication skills.
These qualifications reflect the Government's Senior Metrics and Data Analyst minimum personnel requirements in the amended PWS.
Desired Qualifications
- Master's degree in Analytics, Computer Science, Data Science, Information Systems, Operations Research, or a related analytical/computer field.
- Surface Warfare Officer (SWO) experience.
- Extensive Surface Force readiness or Force Generation experience.
- Familiarity with COMNAVSURFLANT/CNSL organizations, missions, and readiness processes.
- Experience with ADVANA/Jupiter or other authoritative Navy data environments.
- Experience with Navy readiness, maintenance, training, operational availability, or Force Generation metrics.
- Experience with Power BI, Tableau, or comparable data visualization platforms.
- Familiarity with O-FRP, Fleet readiness processes, and Surface Force operational availability.
- Experience supporting senior Navy, Flag-level, or executive decision-makers.
Key Responsibilities
- Conduct senior-level data analysis supporting Surface Force readiness and Force Generation decisions across the PESTONI pillars.
- Gain a comprehensive understanding of relevant Navy data sources, including ADVANA/Jupiter, and leverage authorized Government Generative AI resources to develop advanced analytical models.
- Apply data science methodologies, including machine learning, predictive analytics, and AI-driven modeling, to identify statistically significant and actionable operational factors.
- Develop strategic and tactical Force Generation analyses of alternative courses of action supporting programs and initiatives across the PESTONI pillars.
- Develop and deliver data-driven monitoring frameworks enabling Government personnel to assess TYCOM initiative performance against projected outcomes.
- Develop and recommend new metrics, data models, leading indicators, and analytical methodologies as Government requirements evolve.
- Develop, deliver, and sustain predictive readiness models that forecast readiness degradation across specified ship classes.
- Develop models capable of demonstrating a predictive accuracy rate of 85% or greater when back-tested against previous fiscal-year data.
- Analyze Navy datasets and readiness systems to identify system, process, resource, or readiness gaps.
- Conduct statistical analysis and develop financial and operational risk models supporting Government decision-making.
- Develop independent analyses, point papers, quantitative reports, data visualizations, and other analytical products for Government review and use.
- Support development of Analyses of Alternatives (AoA) and Business Case Analyses (BCA) evaluating operational and financial risks associated with alternative courses of action.
- Develop executive-level analytical products and data visualizations supporting senior Navy leadership.
- Facilitate working-level and Flag-level collaborative discussions through integrated data models and analytical products.

Compensation & Benefits
The salary range for this contingent-hire position is $160,000–$190,000 per year, based on qualifications, experience, and demonstrated alignment with the position requirements.
