Full Job Description

Company Overview
The Virginia Beach Community Development Corporation (VBCDC) is a nonprofit housing development organization dedicated to enhancing and expanding attainable housing opportunities. Since its inception in 1985, VBCDC has played a vital role in supporting neighborhood revitalization efforts within the community.

Job Summary
VBCDC is seeking an experienced and community-focused Grant Manager to lead grant-funded community planning, neighborhood revitalization, affordable housing, and development initiatives.

The Grant Manager will identify and pursue funding opportunities, coordinate grant applications, oversee grant requirements, and ensure that funded projects remain aligned with organizational priorities and community needs. This position will also guide housing and redevelopment strategies, conduct land-use and zoning research, manage consultants, and collaborate with municipal, regional, and community partners.

The ideal candidate is a strategic thinker, strong writer, and skilled project manager who understands affordable housing, community development, and public funding programs.

Duties

Identify, research, and pursue federal, state, local, foundation, and other funding opportunities aligned with VBCDC’s strategic priorities.
Lead the development and submission of grant applications, proposals, letters of intent, budgets, and required supporting documents.
Maintain a grant calendar and monitor application deadlines, reporting requirements, deliverables, renewals, and funding restrictions.
Coordinate with leadership, Finance, Programs, Housing, Facilities, consultants, and community partners to develop and manage grant-funded initiatives.
Monitor awarded grants for compliance, performance, budget alignment, and timely completion of required reports and reimbursement requests.
Support affordable housing, neighborhood revitalization, land-use planning, zoning research, and community development strategies.
Manage consultants and facilitate community meetings, stakeholder engagement, public presentations, and regional partnerships.
Prepare reports, planning documents, presentations, and recommendations for leadership, funders, government agencies, and community stakeholders.
Promote equitable, inclusive, and community-responsive planning and development efforts.
Perform other duties and special projects as assigned

Requirements

Bachelor’s degree in Urban Planning, Public Administration, Community Development, Housing Policy, Business Administration, or a related field.
An equivalent combination of education, training, and progressively responsible experience may be considered in place of a degree.
At least five years of progressively responsible experience in grant management, affordable housing, planning, community development, or a related area.
At least three years of leadership, supervisory, project-management, or consultant-management experience.
Demonstrated experience developing grant proposals and managing grant-funded projects.
Strong knowledge of affordable housing policy, neighborhood revitalization, land-use planning, zoning regulations, and community reinvestment strategies.
Excellent writing, editing, research, presentation, and verbal communication skills.
Ability to interpret grant requirements, contracts, policies, regulations, and funding guidelines.
Strong organizational skills and the ability to manage multiple projects, deadlines, and partner relationships.
Proficiency with Microsoft Office Suite and cloud-based communication and collaboration tools.
Demonstrated commitment to equitable and inclusive development.

Preferred Qualifications

Master’s degree in Urban Planning, Public Administration, Community Development, Housing Policy, or a related field.
Experience with public funding sources such as Low-Income Housing Tax Credits, Community Development Block Grants, HOME Investment Partnerships Program, Housing Trust Fund, or local housing trust funds.
Experience with ArcGIS, GIS platforms, housing data systems, data visualization tools, or grant-management software.
Experience leading community-based development, housing production, or neighborhood stabilization projects.
Familiarity with nonprofit affordable housing organizations and municipal or regional planning processes.

Physical and Work Requirements

Ability to sit or stand for extended periods.
Ability to operate standard office equipment, including computers, copiers, and phones.
Ability to lift up to 25 pounds occasionally.
Ability to travel to project sites, stakeholder meetings, and public forums.
Occasional evening or weekend work may be required for community meetings, events, or critical project deadlines.

Additional Requirements

Must successfully pass a criminal background check.
Must be bondable.
Must possess a valid Virginia driver’s license and have access to reliable transportation.
