JJOB TITLE: Assistant Project Manager II-NHP
Under the direction of the Project Manager, Veterinarians, and DVS Management, the NHP Assistant Project Manager ensures the FDA White Oak Animal Program contract is properly managed and that effective oversight is provided to all NHP staff. This position is responsible for the daily oversight and training assurance of NHP Caretakers, Veterinary Technicians, Quarantine, Diagnostic Imaging, and Surgery Support personnel.
The NHP Assistant Project Manager takes ownership of area operations and error resolution — in coordination with Project Managers — to ensure daily contractual obligations are met. Responsibilities include maintaining budgets, reports, performance records, and area documentation, and submitting all required documentation to satisfy contract requirements. This role also encompasses coaching, directing, training, and managing the performance of all NHP personnel. The Assistant Project Manager always maintains a professional appearance and demeanor during business functions.
PRIMARY FUNCTIONS
Work assignments are based on contract requirements and may include the following duties:
- Provide competent management, organization, direction, and oversight to all positions in the NHP area.
- Demonstrate veterinary technical proficiency and ensure all Veterinary Technicians are appropriately trained in veterinary care and technical procedures across multiple NHP species, as required by SOPs and Program Veterinarians.
- Ensure all NHP Caretakers are appropriately trained in husbandry-related duties across multiple NHP species, as required by SOPs and Program Veterinarians.
- Apply knowledge of ABSL I–II practices, facility management, and operations within AAALAC-accredited facilities.
- Create and maintain reports, forms, budgets, and communications using software such as Outlook, Excel, and Word.
- Establish and maintain liaison and communication with the Contracting Officer's Representative, Project Manager, Facility Managers, compliance assurance entities, veterinarians, and research staff.
- Develop action plans to manage Task Order work, provide department managers with necessary resources, and submit required contract documentation to meet task-specific requirements.
- Apply working knowledge of medical terminology, veterinary care and procedures, surgery support, administrative management, human resources, and recruiting.
- Design, plan, and organize disaster preparedness and emergency procedures for government closures.
- Set, adjust, report, and monitor performance goals and standards for each department.
- Apply knowledge and skills in recruiting, retention methods, and employee performance management.
- Ensure health and safety training guidelines are communicated and followed.
- Ensure personnel adhere to security procedures and confidentiality requirements.
- Assist, when requested, with experimental planning, logistics, and project scheduling.
- Demonstrate strong leadership, team building, and management skills through professional communication, counseling, and conflict resolution.
- Plan and manage staff resources in assigned areas to ensure coverage of all tasks.
- Conduct Quality Assurance inspections.
- Develop and ensure compliance with facility SOPs and applicable federal and local laws.
- Support and maintain the established employee training program, including documenting employee progress and deficiencies.
- Maintain awareness of each department's strengths and technical capabilities; identify areas requiring additional training or expertise to expand the scope of available support services.
- Maintain current knowledge of existing and proposed laws, regulations, and guidelines governing the care and use of animals.
- Maintain broad knowledge and competence in laboratory animal veterinary technician support, NHP technical procedures, diagnostic imaging and surgery support, and facility management.
- Provide support on weekends and holidays as needed.
- Ensure personnel are aware of and compliant with FDA (WOAP) SOPs, FDA policies, regulations, and safety and security procedures.
- Monitor and report overtime to the Project Manager.
- Perform any additional duties delegated by the Project Manager or government management.

SKILLS/KNOWLEDGE REQUIRED
- Education: High School diploma or GED required; B.S. degree in a related field desired, with a preference for B.S. in Biology or Animal Science.
- Certification & Experience: American Association for Laboratory Animal Science (AALAS) certification at the Laboratory Animal Technologist (LATG) and/or CMAR level desired, with at least five (5) years of supervisory or management experience in an animal facility with a focus on veterinary technical support.
- Technical Knowledge: Specialized knowledge and hands-on skill with non-human primates, , including experience with biohazards, veterinary care and technical procedures, and surgery support.
- Management Ability: Demonstrated ability to manage and supervise multiple, complex labor categories.
- Communication: Professional command of written and spoken English.
