Scheduler IV

Senior Scheduling and Project Controls for Major Capital Construction Programs

An experienced Scheduler IV is needed to provide scheduling and project-controls support for large construction projects at Los Angeles Harbor College.

This senior-level position is responsible for coordinating project schedules, reviewing contractor schedule performance, evaluating changes and delays, conducting cost and schedule analyses, and providing management with reliable findings and recommendations.

The ideal candidate combines advanced proficiency in Primavera scheduling software, critical-path analysis, earned-value analysis, time-impact analysis, cost engineering, and cost-loaded schedules with strong analytical and communication skills.

What You’ll Be Doing

Coordinate the preparation of project schedules based on established project execution philosophies.
Perform contractor schedule reviews for contract conformance and quality assurance.
Evaluate contract change orders and amendments for their potential effects on project budgets and schedules.
Perform time-impact analyses of project schedule delays and potential construction claims.
Participate in change-order negotiations.
Perform Critical Path and Earned Value analyses.
Identify schedule-related problems that arise during project execution.
Recommend corrective actions and creative solutions to address schedule-related problems.
Conduct construction and project-site visits for progress reporting.
Review contractor weekly and monthly schedule progress.
Prepare written narratives documenting schedule-review findings.
Submit and present schedule findings to management for decision-making.
Review and evaluate contractor recovery schedules.
Perform cost analysis supporting the design and construction phases of capital projects.
Analyze actual project expenditures against budget performance.
Prepare cost-loaded schedules supporting comprehensive cash-flow projections.
Understand, interpret, and apply contracts, policies, and procedures in accordance with BuildLACCD guidelines.
Communicate effectively, both orally and in writing.
Travel to multiple work sites based on assigned schedules and duties.
Perform responsibilities effectively in a fast-paced project environment.

Required Qualifications

A minimum of 10 years of experience in project or program scheduling on large construction programs.
Bachelor’s degree in Architecture, Engineering, Construction Management, Business Administration, or another related field.
Additional qualifying experience beyond the 10-year minimum may be substituted for the required education.
Advanced proficiency with Primavera scheduling software.
Advanced proficiency with Microsoft Office applications, including Microsoft Project, Excel, Word, and PowerPoint.
Knowledge of the theories, principles, and practices of cost engineering and scheduling.
Experience performing time-impact analysis.
Experience with construction claims and change orders.
Flexibility in work schedule and reliable transportation to work at multiple sites based on assigned schedules and duties.

Preferred Qualifications

Experience providing scheduling or project-controls support for public-sector, educational, or other large institutional construction programs.
Experience reviewing contractor recovery schedules and preparing schedule narratives or presentations for management.
Experience preparing cost-loaded schedules and supporting project cash-flow projections.

The successful Scheduler IV will provide management with accurate and timely schedule information, identify schedule-related problems during project execution, evaluate contractor performance, and recommend practical corrective actions. This individual will support informed decision-making through reliable schedule reviews, time-impact analyses, cost analyses, progress reports, and clear written and verbal communication.
